Position Description

ATSG is presently identifying candidates for an INL GCIF Operations Manager position in San Salvador, EL Salvador. The INL GCIF Operations Manager will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - El Salvador task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in San Salvador, El Salvador; Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • Serves as the Operations Manager for the Joint Border Information Group (GCIF), leading the day-to-day activities and management of GCIF and supervising the administrative personnel.
  • Overseas all programmatic and logistical assistance provided to GCIF by INL.
  • Coordinates identification of short and long-term needs for financial and budget projections.
  • Maintains regular contact with executive or senior level governmental and law enforcement officials from Government of El Salvador (GOES), the U.S., and other countries represented at GCIF.
  • Reports to the INL Advisor overseeing GCIF and an INL Officer. Takes direction from these incumbents and keeps close communication with them regarding all operational and programmatic aspects of GCIF.
  • Tracks GCIF programming in close coordination with the Advisor to ensure control and sustainability.
  • Plans, develops, monitors, and assesses GCIF projects and needs to determine whether additional funds should be committed.
  • Guides the team to develop policies, SOPs, program checklists, and other best practice guides to ensure processes are developed and implemented effectively and efficiently.
  • Oversees basic human resources duties for GCIF, ensuring staff and TDY analysts are held accountable for completing their duties as assigned.
  • Serves as the direct manager and supervisor of GCIF administrative staff, giving constructive feedback and addressing performance issues.
  • Creates position descriptions and edits them as necessary for administrative staff.
  • Reviews and approves deliverables, including training materials and presentations, created by other GCIF staff members.
  • Guides team to define portfolio needs, ensure proper tracking, and monitor successes.
  • Approves equipment requirements for the different GCIF projects.
  • Ensures team is responsible for any INL donations to GCIF, consultations with parties requesting donations, serving as a procurement liaison, and ensuring the INL team has access to the donations for end-use monitoring evaluations.
  • Provides input on INL budget and priorities, coordinating and attending meetings with pertinent counterparts.
  • Verifies that Salvadoran government counterparts adhere to project responsibilities and timelines to ensure timely donation processes and negotiate with Salvadoran government counterparts on project scopes.
  • Coordinates with the U.S. interagency and regional INL programs to identify program gaps, propose projects as solutions, and ensure coordination with U.S. Embassy El Salvador agency representatives that work with GCIF.
  • Advises senior leadership of progress and pitfalls, make suggestive corrective action as needed, and work with host government counterparts to overcome challenges while working toward desired goals.
  • Revises and approves reports, plans, other documents and proactively tracks and advises on all reporting deadlines. Prepares and maintains periodic activity reports and an annual review plan.
  • Prepares official correspondence, memorandums, and messages as required.
  • Provides oral and written translation assistance as needed, including at meetings, informal briefing, coordination teams, and mentoring sessions.
  • Attends meetings with INL, U.S., and host government officials, other implementers, and donors as requested, including regional working group meetings, and provides expertise as needed.
  • Ensures GCIF programs are executed in accordance with the objectives and terms established by INL leadership, in MOUs and strategic planning documents.
  • Performs other duties as requested and assigned that are directly related to this Statement of Work.
  • Performs other office management duties as required.
  • Ensures compliance by all administrative personnel with applicable guidance and regulations including records retention.

Travel Requirements

Travel within El Salvador and to some international locations is required.

Minimum Qualifications

  • Nationality: El Salvador.
  • The candidates must be able to pass an ATSG background investigation only, since this position will be embedded at a host government office, RSO certification to access the Embassy is not required.
  • Spanish: Native Fluency.
  • English: Level III, professional working knowledge is required.
  • Minimum of five (5) years’ experience in an administrative, financial management, project management, or office management position.
  • Good understanding of project management processes, especially within government organizations and/or relating to foreign assistance.
  • Strong organizational and managerial skills.
  • Tact and demeanor to effectively work with all levels of officials within the Government of El Salvador and the general public.
  • Minimum of five (5) years supervisory experience, including performance and conduct management (hiring and firing) and giving constructive feedback.
  • Professional experience briefing and presenting in both Spanish and English.
  • Experience preparing assessments and technical reports.
  • Experience coordinating the work of a diverse team of employees.
  • Experience creating and managing program budgets.
  • Flexibility, adaptability, and willingness to work across INL programs.
  • Strong knowledge of quality management principles and standards.
  • Ability to work independently on projects and issues within overall policy guidelines.
