Position Description
ATSG is presently identifying candidates for a Monitoring and Evaluation Specialist position. The Monitoring and Evaluation Specialist will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) – Dominican Republic task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.
Duties and Responsibilities
- The Monitoring and Evaluation (M&E) Specialist shall work with the M&E Coordinators, INL/WHP, INL embassy staff, implementers, and all other relevant partners to meet the M&E needs of INL Santo Domingo and the Mission to measure progress, outcomes, results, and impacts of INL/WHP and INL/Santo Domingo’s strategic goals and objectives.
- Supports country M&E level strategies receiving taskings and guidance from a dedicated POC in the INL/Santo Domingo section at post.
- Ensures compliance with INL bureau-wide M&E requirements within the strategic context of their post.
- Serves as a M&E subject matter expert in all INL/WHP programs in Dominican Republic and coordinate with the D.C.-based team to ensure indicators and processes are being standardized across the Region.
- Works with INL Project Managers, INL Washington M&E counterparts, and implementers, to determine how data will be collected, displayed, and reported via bureau templates to then be uploaded on the Dev Results data management platform.
- Designs measures and collect the data for smaller and more local projects in coordination with the INL/WHP team; ensure workplans, implementer quarterly reports, and other strategic documents meet WHP requirements and standards.
- Responds to data calls and produces written and oral reports and presentations on country-specific indicators and data when requested.
- Oversees collection of all performance measure data in the Dominican Republic in compliance with the INL/WHP reporting cycle.
- Produces analytical products for Program Managers and develop required data points and collect information from both INL and Government of the Dominican Republic (GODR) sources.
- The position shall ensure that all data, knowledge, documents, and systems are properly maintained.
- Develops a series of analytical reports designed in conjunction with the project managers and INL/Washington that measure development and effectiveness of INL projects.
- Establish and maintains almost daily contact with GOJ authorities, mission agencies, NGOs, and pertinent others to ensure required data collection activities are taking place.
- Provides training to end users on new reports and dashboards. Provide technical expertise on data storage structures and analyzes results using statistical techniques, including in DevResults.
- Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.
Minimum Qualifications
- Local National (LN)
- Bachelor’s Degree in the Social Sciences or equivalent
- FSI Level 3/3 English, FSI Level 4/4 Spanish
- At least three (3) years of experience in monitoring and evaluation, strategic planning, foreign assistance, and/or performance management
- At least two (2) years of experience with data collection and management
- At least one (1) year experience in a customer-facing position, with high level of knowledge of local laws, customs, current events, and governmental institutions.
- Demonstrated ability to interact with local government officials.
- Proven ability to deliver quality written reports and presentations in English.
- A moderate level of experience and competency with data analysis and producing quality descriptive data visualizations.
- Proficient computer skills including Microsoft Word, Excel, and Outlook
- Basic knowledge of statistical analysis and software such as SPSS or STATA
- RSO clearance
- Able to travel to the United States or other places within country when needed.
- Ability and experience presenting results and generating written reports.
Preferred Qualifications
- Experience with technical writing or report production.
- Knowledge or experience with international narcotics and law enforcement-related programs.
- Experience supporting or working with the Government Accountability Office, Office of Inspector General, U.S. Department of State, Department of Justice, or other similar government partners.
- Experience with Tableau, Power BI, or other similar business intelligence software.
- Experience with statistical analysis and statistical programs such as SPSS or STATA.
- Experience supporting Non-governmental Organizations (NGOs).
