Position Description

ATSG is presently identifying candidates for a Gang Advisor position. The Gang Advisor will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • Strengthen host-nation investigative, operational, and strategic capabilities to counter gang and FTO threats through intelligence-driven policing, fusion center support, and multi-agency task force development.
  • Provide expert advice on establishing and strengthening gang/FTO task forces, strike forces, and intelligence fusion centers.
  • Mentor investigators in gang intelligence collection, case development, crime mapping, financial targeting, and complex investigations.
  • Support host-nation law enforcement in monitoring deportee flights and border security threats tied to gangs and FTOs.
  • Design and deliver training programs on gang structures, FTO tactics, investigative methodologies, and community engagement.
  • Serve as a liaison between INL, host-nation authorities, and U.S. agencies (HSI, FBI, DEA, FPD) to facilitate intelligence sharing and operational coordination.
  • Assist INL in drafting Statements of Work, budgets, and monitoring & evaluation (M&E) tools for anti-gang/FTO programming.
  • Provide written assessments, verbal briefings and strategic recommendations to INL and U.S. embassy leadership.
  • Support the development and delivery of training content to U.S. law enforcement vetted units based on specialized knowledge.
  • Other duties as assigned.

Minimum Qualifications

  • U.S. Citizen.
  • Ability to obtain/maintain a Secret clearance (Top Secret preferred).
  • Bachelor’s degree in Criminal Justice, Law, International Relations, or related field (Master’s/PhD preferred).
  • Minimum of 15 years of progressively responsible law enforcement experience, including gang, organized crime, or counterterrorism investigations.
  • Senior-level leadership experience (e.g., ASAC, SSA, RAC, Commander).
  • Demonstrated expertise in gang structures (e.g., MS-13, Barrio 18, Sureños, PCC) and counter-FTO approaches.
  • Experience in international law enforcement training, advising, or capacity-building.
  • Excellent written and oral communication skills in English; Spanish language proficiency required.

Preferred Qualifications

  • Spanish: FSI Level 3/3 or higher (some positions require 4/4 proficiency).
  • Superior oral and written communication skills in Spanish and English.
  • Experience briefing high-level audiences and stakeholders.
  • Ability to interact effectively with diverse stakeholders, including government officials, law enforcement, and international organizations.
  • Experience working overseas in an Embassy environment or with foreign assistance programs and with U.S. law enforcement agencies.
