Position Description
ATSG is presently identifying candidates for an Aviation Property, Equipment, and Facilities Advisor. The Aviation Property, Equipment, and Facilities Advisor will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) – El Salvador task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.
Duties and Responsibilities

- Mentors and advises Salvadoran Air Force leadership and aviation maintenance community personnel on all aspects of maintenance operations and maintainer development, including areas such as supply, acquisitions, and joint management of flying hours with flying units, with a focus on rotary-wing maintenance/operations.
- Establishes close working relationships with leadership of the Salvadoran Air Force maintenance units and develops a deep understanding of Salvadoran Air Force maintenance requirements, capabilities, and constraints to enable advice that is tailored and sustainable for El Salvador.
- Provides advice, suggestions, and plans for reducing maintenance-related aircraft downtime while also lowering maintenance-related mishap rates.
- Provides implementation advice regarding process improvement plans, as approved by the Salvadoran Air Force.
- Provides advice on projecting needs and planning for procurement of parts and equipment, including how to cycle parts, conduct equipment maintenance, and create budget estimates.
- Collaborates with Salvadoran military personnel, other contractors, and the U.S. Embassy INL and DoD teams to align and develop plans for maintenance, aircraft, equipment, and facilities.
- Conducts end use monitoring, where appropriate, on INL-donated aviation equipment.
- Supports INL and DoD during meetings and visits with key U.S. and Salvadoran government officials, professional associations, other U.S. federal agencies, and U.S. Congressional staff
Minimum Qualifications
- U.S. citizen, Third Country National, or Local National
- Embassy Badge is needed
- Spanish 3/3, English 3/3
- Must have military history working as a professional helicopter maintainer.
- Bachelor’s degree in aviation maintenance, aeronautics, engineering, or related field and 15 years of experience in helicopter maintenance.
- Degree can be substituted for 20 years of relevant experience in aviation maintenance with responsibility over maintenance units and programs.
- Must be able to read and use technical manuals in English.
- Must possess advanced technical knowledge of Bell helicopters, including experience with at least two of the following platforms: UH-1H, UH-1N, and/or Bell 412.
- Must have at least 5 years of experience in roles such as technical inspector, maintenance advisor, or field representative with key responsibilities related to military aviation operations and evaluating military maintenance practices.
- Must have at least 5 years of experience working with various aviation maintenance roles, including, but not limited to, shop operations, production control, quality control, instruction and training, and aviation warehouse management.
- Experience briefing technical issues to high-level audiences in Spanish
- This position is based in Ilopango, San Salvador, El Salvador.
