Position Description
ATSG is presently identifying candidates for an ILEA Information Management Advisor. The ILEA Information Management Advisor will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) – El Salvador task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
Duties and Responsibilities
- This position is in San Salvador, El Salvador.
- Maintain, configure, troubleshoot, and optimize all IT and telecommunications equipment, including building automation systems, access control, networking and cybersecurity appliances, physical and virtual servers, applications, virtual shooting simulators, and video surveillance infrastructure.
- Set up and operate all ILEA IT resources, including automation and interpretation equipment, video walls, analog and digital audio/video processors, computers, and peripherals.
- Provide end-user support, including audio/visual assistance during ILEA trainings and events.
- Deliver technical support, training, and ongoing assistance to end users of ILEA IT resources.
- Communicate complex IT issues clearly and effectively, providing timely solutions and guidance to maximize the benefit of IT resources.
- Maintain user logical IDs and manage logical asset controls in accordance with IT policies established by ILEA leadership.
- Perform regular local and remote backups of system programs and data files, following schedules established by the IT Manager, ILEA Director, or ILEA Deputy Director.
- Test and confirm data integrity from backups and assist in failure impact analysis.
- Collaborate in planning, designing, monitoring, and controlling new IT projects.
- Analyze alternatives to solve problems or improve services, considering security, resource efficiency, fault tolerance, and scalability.
- Support integration with existing ILEA systems and supervise contractors during all project phases.
- Serve as community manager for the ILEA Global Network (IGN), ILEA website, and approved social media platforms.
- Upload, maintain, and update content, including photos, articles, and training materials.
- Administer the email server, including user creation, distribution list management, and mailbox resource allocation.
- Monitor IT systems for operational or security issues.
- Report critical issues to the IT Manager or ILEA management and provide recommendations for improvement.
- Perform additional duties as assigned by ILEA management to support the Academy’s mission.
- Other Considerations
- ILEA San Salvador operates on a fixed schedule, which may require work on nights, holidays, and weekends.
- Backups and equipment maintenance may be conducted at night or on weekends.
- Audio/visual support is required during events and other ILEA functions.
- The position may require up to 30% additional work hours per week.
Minimum Qualifications
- Local National
- Embassy badge is needed.
- Bachelor’s degree in computer science, information technology, engineering (Mechatronics) or information system (can be substituted by 5 years of professional experience).
- FSI level 4/4 Spanish, FSI level 4/4 English.
- Minimum of three years’ experience in building automation systems and data center administration.
- Excellent written and verbal communication.
- Proven professional work experience in the IT field as a project manager, Software Architect, Infrastructure Manager or IT manager.
- Five (5) years of documented experience managing and providing technical/tactical expertise on infrastructure issues to offices and stakeholders involved: data network, servers, firewall/switches, computers, tools, infosec, cabinets, racks, video & audio equipment, etc.
- Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
- Strong communication and liaison skills are appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
- Excellent customer service skills, with the ability to explain technical concepts to end users and provide training as needed.
- Demonstrated experience in evaluating product standards of technological components.
