ATSG is actively seeking candidates for a potential upcoming contract. This position is contingent upon award, and hiring decisions will be finalized once the contract is granted.

Position Description

ATSG is presently identifying candidates for a Specialist Advisor III (Program Support Liaison with Dominican National Targeting Center) position. The Specialist Advisor III (Program Support Liaison with Dominican National Targeting Center) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) – Dominican Republic task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • Advises INL Program Advisor and leadership on the creation of a comprehensive strategic plan for the targeting center, focusing on efficient and effective identification and management of maritime cargo, air cargo, and passenger targets.
  • Provides guidance on establishing protocols and procedures for the operation of the targeting center, ensuring alignment with national and international regulations and standards. • Advises INL on infrastructure, training needed to implement the INL SD Country Program Framework
  • Recommend advanced data collection methods to gather relevant information on maritime cargo, air cargo, and passengers.
  • Assists in the analysis of collected data to identify trends, patterns, and potential threats.
  • Advises on the selection and implementation of data analytics tools and software to support decision-making processes.
  • Guides the conduct of thorough risk assessments on cargo and passengers to identify high-risk entities.
  • Develops and recommends targeting criteria and methodologies to prioritize inspections and interventions.
  • Facilitates collaboration with intelligence and security agencies to enhance targeting accuracy.
  • Advises INL Program Advisor and leadership on the integration of cutting-edge technologies such as machine learning, artificial intelligence, and big data analytics into the targeting processes.
  • Ensures that the targeting center's systems are compatible with existing infrastructure and other relevant systems.
  • Ensures all targeting activities comply with local, national, and international laws and regulations.
  • Advises on implementing robust security measures to protect sensitive data and maintain the integrity of the targeting center.
  • Promotes close collaboration with customs, border control, and other relevant agencies to share information and coordinate efforts.
  • Advises on establishing partnerships with international organizations and other countries to enhance global security efforts.
  • Develops and recommends training programs for staff on targeting methodologies, data analysis, and technology use.
  • Supports capacity building of the targeting center to handle increased volumes of data and higher levels of threat.
  • Advises on preparing detailed reports on targeting activities, risk assessments, and outcomes.
  • Ensures accurate record-keeping and documentation for audit and review purposes.
  • Monitors and evaluates the effectiveness of targeting strategies and procedures.
  • Recommends continuous improvement processes to enhance the efficiency and effectiveness of the targeting center.
  • Advises on developing and implementing crisis management plans for handling incidents involving high-risk cargo or passengers.
  • Coordinates with emergency response teams to manage and mitigate risks during crises.
  • Exercise data analytics, risk assessment, and the use of advanced technologies for targeting purposes.
  • Maintains a deep understanding of relevant laws, regulations, and international standards related to cargo and passenger security.
  • Ability to work effectively with multiple stakeholders, including government agencies and international partners.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Local National (LN)
  • Bachelor’s degree in international relations, law enforcement, public policy or related field or Ten (10) years of related professional experience
  • FSI level 3/3 Spanish, FSI level 3/3 English
  • Ten (10) years’ experience in the field of specialty, which must include two (2) years of experience working overseas in an Embassy environment, or two (2) years specialized supervisory experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs
  • RSO clearance
  • Knowledge of Microsoft Office Suite, to include Word, Excel, and Power Point
  • Ability to learn new software as required
  • Experience briefing in Spanish and English

Preferred Qualifications

  • Five years of project management experience.
  • Exceptional interpersonal and relationship-building skills.
  • A minimum of four (4) years of experience with customs processes and supply chain security mechanisms
  • Strong project management skills to oversee the development and operation of the targeting center.
  • Demonstrated knowledge of statistics, data analysis, and monitoring and evaluation tools.
  • Basic knowledge of customs, shipping, freight or port systems.
