Position Description
ATSG is presently identifying candidates for a Specialist Advisor III (Program Liaison and Technical Advisor to the DR Navy) position. The Specialist Advisor III (Program Liaison and Technical Advisor to the DR Navy) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) – Dominican Republic task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.
Duties and Responsibilities
- Advises on the coordination and oversight of maritime operations, ensuring adherence to safety and regulatory standards within the Dominican Republic's maritime jurisdiction.
- Assists in the development and implementation of operational plans for maritime activities, including maritime interdictions, search and rescue missions, and environmental protection initiatives.
- Coordinates with the Office of Security and Cooperation (OSC) and Defense Attache Office (DAO) matters related to DR Armada.
- Participates and takes a leading role when needed at the Post Maritime Working Group.
- Provides guidance on leading interdiction efforts to prevent illegal activities such as smuggling, human trafficking, and unauthorized fishing in Dominican waters.
- Conducts risk assessments and develop strategies to effectively counter maritime threats specific to the region.
- Advises on the gathering, analysis, and dissemination of maritime intelligence to support operational planning and decision-making.
- Maintains relationships with national and international intelligence agencies and stakeholders to enhance maritime situational awareness.
- Provides expertise on managing the logistics and supply chain for maritime operations, ensuring the availability and maintenance of necessary equipment and resources.
- Advises on the supervision of the deployment, maintenance, and utilization of maritime assets, including vessels and equipment.
- Ensures assets are operationally ready and comply with safety and environmental standards.
- Provides guidance on planning and executing international boarding operations in accordance with international laws and treaties.
- Coordinates training and mentorship of Armada personnel in boarding procedures and protocols to ensure safe and effective operations.
- Enhances maritime domain awareness using technology and data analytics.
- Monitors and analyzes maritime traffic to identify potential threats and ensure maritime security.
- Ensures the Dominican Republic's compliance with the Treaty of San Jose and other international maritime treaties and agreements.
- Assists the INL Program Advisor and leadership in developing and implementing policies and procedures to enhance maritime operations and security.
- Provides INL Program Advisor and leadership expert advice on maritime policy and regulatory matters to enhance DR Armada competencies.
- Stay updated on industry trends and advancements to continuously improve training and operational effectiveness.
- Assists the INL Counternarcotics (CN) program with project management, providing subject matter expertise throughout the concept, proposal, design, budget, execution, monitoring, evaluation, to lessons learned phases for INL’s programs with the DR Armada.
- Provides initial and formal written recommendations to the INL Program Advisor and leadership for investment in equipment, training, and technical assistance for DR Armada that meets both INL and DR Armada program goals.
- Assists in developing well-researched and complete procurement packages for INL-approved equipment donations to DR Armada.
- Provides direct support to DR Armada leadership and staff on projects and programs aligned with INL goals at their request. Keep the INL program advisor and leadership closely informed regarding direct support.
- Develops and provides structured, regular, and on-demand overall and project-specific reports to INL and DR Armada as needed or requested.
- Collaborates on and facilitate monitoring and evaluation of DR 911 INL programs.
- Drafts reports for INL DR Armada Program, including but not limited to briefing papers, event preparation documents, Assistant Secretary Daily Activity Reports (ASDAR), cable drafts, and other structured and ad hoc reports.
- Facilitates INL donations and INL supported travel by supporting the vetting process. Explaining and clarify INL vetting policy and process, gather information and documentation required for vetting, and submit information in a timely and accurate manner to INL vetting POC.
- Facilitates INL supported travel for DR Armada staff by explaining and clarifying travel policy and process, gathering travel requirements and required traveler documentation, entering travel requests into travel grant (or other) system, following up with travelers to ensure they have necessary information and support before, during, and after travel.
- Pre-briefs and debriefs DR Armada personnel who attend INL-funded training courses and conferences, analyze and produce reports on the utility and impact of engagement.
- Accompanies DR Armada personnel to strategically selected trainings and conferences, serving as both a host and catalyst for DR Armada personnel learning and engagement. • Advises INL on infrastructure, training needed to implement the INL SD Country Program Framework • Performs other related duties as assigned
Minimum Qualifications
- Local National (LN)
- Bachelor’s degree in international relations, law enforcement, public policy or related field or ten (10) years of related professional experience
- FSI level 3/3 Spanish, FSI level 3/3 English
- Ten (10) years’ experience in the field of specialty, which must include two (2) years of experience working overseas in an Embassy environment, or two (2) years specialized supervisory experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
- RSO clearance
- Experience briefing in Spanish and English
- Knowledge of Microsoft Office Suite, to include Word, Excel, and Power Point
- Ability to learn new software as required
Preferred Qualifications
- Five years of project management experience.
- Exceptional interpersonal and relationship-building skills.
- A minimum of four (4) years of experience in the field of Maritime Domain Awareness (MDA).
- Demonstrated knowledge of statistics, data analysis, and monitoring and evaluation tools.
