Position Description
ATSG is presently identifying candidates for an IT Advisor IV (911 Program Liaison and Technical Advisor) position. The IT Advisor IV (911 Program Liaison and Technical Advisor) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) – Dominican Republic task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.
Duties and Responsibilities
- INL/Program Support
- Serves as Project Advisor on assigned IT and Telecommunications projects across INL/SD programs and GODR partners, including but not limited to the upgrade of the 911 Emergency and Video Surveillance systems, DNCD communications, Advanced Passenger Information System (APIS), Supreme Court digitization and case management projects, and the implementation of the DNP Data Center project to integrate and centralize DNP data/systems and 911 center data.
- Supports INL Santo Domingo staff by providing IT subject matter expertise at technical meetings with host nation officials, implementing partners, donors, U.S. Government (USG) vendors, other contractors, various government teams, USG agencies, and international and local partners. At said meetings, effectively conveys INL’s position on a variety of technology and telecommunications systems issues and ensures effective coordination.
- Conducts project consultations, communication, and coordination with project stakeholders. Carries out a full range of consultative, advisory, strategic, planning, and evaluation responsibilities.
- Provides advice to program and project management on developments in the technology sector and provides recommendations on options to shape INL’s program goals. Identifies opportunities for effective IT solutions to strengthen capacity and accountability in support of INL Santo Domingo and INL CBSI strategic goals. The incumbent should think strategically, articulate innovative ideas, research new technologies, and present solutions to identified IT and technology problems.
- Assists with management of project activities dealing with integration, scope, time and schedule, cost/ budget, quality, human capital, logistics, communications, risk, procurement, and stakeholders.
- Conducts project briefings, status updates, and coordination both in writing and/or verbally for INL Santo Domingo and INL Washington as requested.
- Provides a weekly status report on work activity to the INL designated staff member that may be conveyed to the Embassy Country Team.
- Initiates, develops, and transmits complete purchase request documents to the contracting office, with all required administrative approvals.
- Assists in preparing project documentation. Documentation may include project plans, project implementation letters (PILs), performance work statements or specifications requirements, technical solutions, statements of work (SOW) or objectives, independent government cost estimates, market research or other documents required for a procurement request package, metrics, monitoring reports, and project close-out documentation. All requirements’ documents will be subject to final approval by a direct hire of the U.S. Government.
- Develops and maintains professional and social relationships with relevant host government officials and INL CBSI regional implementing partners to ensure close, cooperative working relationships.
- Supports established management control systems. Helps monitor the use of all U.S.-provided commodities intended for justice sector purposes. Conducts periodic site visits to monitor USG-donated equipment use and maintenance.
- Facilitates, conducts, and leads project meetings and document/publish meeting minutes.
- Briefs State Department and other visiting officials on the status of projects; assists in developing appropriate itineraries and in escorting official travelers, as directed.

- This position may have a workstation in DR911 and will often report directly the DR 911offices for work.
- 911 Program Support/Liaison
- 911 Program Liaison and Technical Advisor will work directly with the DR 911 system to support the continued development and operational improvement of the DR 911 technology platform and will manage administrative aspects of the INL-DR 911 partnership.
- Works closely with DR 911 IT, Video Surveillance, telecommunications, and other relevant 911 departments to understand their operations, tech-related program goals, capacities, and deficiencies.
- Establishes a close working relationship with the host government that fosters the trust and confidence of DR 911 leadership and interlocutory personnel to facilitate a deep understanding of DR 911 operations, INL programs, and the bilateral relationship.
- Research and maintains expertise in the Dominican law and regulatory frameworks related to DR 911 IT, Video Surveillance, and telecommunications.
- Assists the INL DR 911 program with project management, providing subject matter expertise throughout the concept, proposal, design, budget, execution, monitoring, evaluation, to lessons learned phases.
- Provides initial and formal written recommendations to the INL Program Advisor and/or leadership for investment in equipment, training, and technical assistance for DR 911 that meets both INL and DR 911 program goals.
- Assists in developing well-researched and complete procurement packages for INL-approved equipment donations to DR 911.
- Provides direct support to 911 leadership and staff on projects and programs aligned with INL goals at their request. Keeps the INL program advisor and leadership closely informed regarding direct support.
- Develops and provides structured, regular, and on-demand overall and project-specific reports to INL and 911 as needed or requested.
- Collaborates on and facilitates monitoring and evaluation of DR 911 INL programs.
- Drafts reports for INL DR 911 Program, including but not limited to briefing papers, event preparation documents, Assistant Secretary Daily Activity Reports (ASDAR), cable drafts, and other structured and ad hoc reports.
- Facilitates INL donations and INL supported travel by supporting the vetting process. Explains and clarifies INL vetting policy and process, gathers information and documentation required for vetting, and submits information in a timely and accurate manner to INL vetting POC.
- Facilitates INL supported travel for DR 911 staff by explaining and clarifying travel policy and process, gathering travel requirements and required traveler documentation, entering travel requests into travel grant (or other) system, following up with travelers to ensure they have necessary information and support before, during, and after travel.
- Pre- and debrief DR 911 personnel who attend INL-funded training courses and conferences, analyze and produce reports on the utility and impact of engagement.
- Accompany DR 911 personnel to strategically selected trainings and conferences, to interpret from Spanish to English, when necessary, support travel logistics a host and ensure learning and key takeaways from training and conferences as an advisor.
Minimum Qualifications
- Local National (LN)
- Spanish FSI level 3/3, English FSI level 3/3
- Bachelor’s degree in IT field
- Minium (8) years of relevant IT and/or project management work experience is required; with at least one (1) year experience with Microsoft Sever and SQL applications; one (1) year of experience in IT management.
- Proficient in the use of Microsoft Office, MS Project, and internally developed databases; Proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight.
- Current on new information technologies, hardware, software, upgrades, updates and compatibility issues and capable of suggesting applicable changes or modifications.

- Ability to communicate effectively in English and Spanish
Preferred Qualifications
- Five years of project management experience.
- Exceptional interpersonal and relationship-building skills.
- A minimum of two (2) years of experience managing IT departments or large-scale projects.
- Demonstrated knowledge of statistics, data analysis, and monitoring and evaluation tools.
- Experience working in or with Public Safety Answering Points (PSAPs) and/or video surveillance systems.
