INL Communications Advisor and Monitoring and Evaluations Specialist

Position Description

ATSG is presently identifying candidates for an INL Communications Advisor and Monitoring and Evaluations (M&E) Specialist position. This position will be eligible for telework, including from the United States. The INL Communications Advisor and M&E Specialist will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. The position is part time and will work 20-30 hours per week.

Duties and Responsibilities

  • Work in conjunction with other INL Communications Advisor and Monitoring and Evaluations Specialist.
  • Assist INL leadership to develop and maintain strategy and goal tracking documents.
  • Draft and coordinate INL-G and Law Enforcement Working Group (LEWG) member input to the monthly INL activity cable on highlights of INL supported work.
  • Assist other Specialist Advisor III: Communications Advisor and Monitoring and Evaluations Specialist and program managers with external communications as point of contact for INL’s external outreach, to coordinate with the Public Diplomacy Section (PDS), including composing social media outreach, press releases, pamphlets, program summaries, and public remarks for Embassy and INL principals.
  • Respond to data and report requests from Washington as needed in consultation with INL programs and INL Deputy/Director.
  • Assist program managers with drafting and reviewing Notice of Funding Opportunities and Statements of Work for complex procurements and grants.
  • Assist INL leadership with organizing high-level visits (logistics, preparing the schedule, prepping trip paper, other duties as assigned).
  • In coordination with the M&E specialist and INL program officers, provides input and guidance on a standard program measurement methodology to measure, analyze, and report performance of INL- funded programs. Supports INL Teams on monitoring and evaluation efforts for all programs.  
  • Assists INL Teams on strategic alignment with relevant strategies, such as the Integrated Country Strategy and Functional Bureau Strategy and updating the High-Level Security Dialogue roadmap.
  • Ensures that each program performance measurement system aligns with specific program strategic goals and objectives.
  • Ensures, along with M&E specialist, all INL indicators are effectively tracked and analyzed and assists in developing a process to aggregate and report visually on collected program data.
  • Assists M&E specialist with updating a repository of all INL program metrics for access by INL leadership and program officers.
  • Develops M&E learning resources to support onboarding and professional development of the INL team to M&E competencies.
  • Creates and maintains training sessions for new program officers on monitoring and evaluation content areas.
  • Aides in developing and incorporating into INL’s contract and grant award documentation standard and specific language for methods of project monitoring. 
  • Coordinates information collection, analysis, and data-sharing with program officers, INL implementing partners, and the interagency as required. 

Minimum Qualifications

  • U.S. Citizen.
  • The candidate must be able to pass a contractor background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT) clearance to gain Embassy access and be eligible for continued employment.
  • Bachelor’s degree in communications, journalism, international relations, or similar degree.
  • Five (5) year of experience in communications, public information, or media; and three (3) years with monitoring and evaluation; experience engaging diverse stakeholders, including governments, civil society, or international donors, degree can be substituted for:
    • Ten (10) years of relevant experience in communication, public information, media, monitoring evaluation, program management, international development, grants, journalism, experience engaging diverse stakeholders including government, civil society, or international donors. 
      • Of those ten (10) years, at least three (3) years in report writing (written communication) experience, three (3) years in journalism or business/corporate communication, and three (3) years in public relations or management in monitoring and evaluation.
  • FSI level 4/4 English, FSI level 3/3 Spanish.
  • Superior English oral and written communication skills.

Preferred Qualifications

  • Demonstrated Procurement and Acquisitions experience.
  • Proficient in Microsoft Office Suite.
  • Experience working in a foreign assistance planning environment.
  • Prior experience with Department of State report writing.
