INL Policing Advisor (Citizen Security)

Position Description

ATSG is presently identifying candidates for a Police Advisor position in San Salvador, El Salvador. The INL Policing Advisor (Citizen Security) will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - El Salvador task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. 

Duties and Responsibilities

  • Oversee the implementation of various INL projects, which may include activities in the areas of law enforcement or citizen security.  Provide project design, implementation, direction, and execution oversight for a team. 
  • Coordinate activities with the INL Bureau and within El Salvador, to include U.S. government agencies operating in El Salvador, international organizations, third-country governments, and the appropriate Government of El Salvador (GOES) stakeholders.
  • Maintain open, timely, and effective communications with the INL/El Salvador Director and INL colleagues on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Serves INL/El Salvador as a subject matter expert for various policing and security topics and mentoring in support of host-nation efforts to improve citizen security.
  • Assess and analyze the organizational and operational capacities of the police units, including its working relationships with the U.S. and Salvadoran teams and other related task forces from neighboring countries.
  • Foster collaborative partnerships among the host nation stakeholders to develop solutions and increase citizen security.
  • Ensure adequate support- including training, vetting, logistics support for project activities, acquisitions, budgeting, and other efforts as needed- for all assigned projects.
  • Advise and assist in procuring technical services, training, and commodities, and provide appropriate assistance in procurement actions.
  • Develop and track performance evaluation measures, including project milestones, outcome measures, and output measures for all assigned projects.
  • Ensure project meets milestones and guide mid-course correction if a project is not achieving its goals.
  • Assists INL to ensure INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.

Minimum Qualifications

  • U.S. Citizen, TCN, or Local National
  • The candidate must be able to pass a contractor background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT)clearance or RSO clearance check depending on nationality to gain Embassy access and be eligible for continued employment.
  • Bachelor’s Degree from an accredited institution in international affairs, criminal justice, intelligence, or other related field and/or graduation from a national law enforcement academy and special certification/qualifications that demonstrate the candidate is a subject matter expert in citizen security.
  • Fifteen (15) years of demonstrated relevant experience to include:    
    • Three (3) years working overseas coordinating security programming, implementing strategic initiatives, and delivering capacity building to host nation. 
    • Three (3) years of field work supervising at a police precinct or equivalent federal, state, or local law enforcement or military entity.
  • Experience working with law enforcement in Mexico, Central, or South America.
  • FSI Spanish level 3/3.
  • FSI English level 4/4.
  • Communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
  • Ability to synthesize high-level strategic concepts with detailed real-world examples to effectively illustrate the objectives and progress of a project.
  • Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
  • Knowledge of U.S. Government operational and programmatic issues.
  • Extensive experience in written and oral communication, reporting, documentation, and presentations in both English and Spanish.
  • Flexibility, adaptability, and willingness to support INL activities.
  • Ability to synthesize information and draft memos and advisory opinions clearly, succinctly, and quickly.
  • Ability to work independently on projects and issues within overall policy guidelines.
  • Ability to exercise sound judgment in identifying priority issues from information received.
  • Physically able to work and travel in the region full time, including to remote/rural areas.
  • Proficiency in Microsoft Office Suite.

Preferred Qualifications

  • Experience in managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
  • Experience with program design reports, including monitoring reports and evaluation reports.
