We are presently identifying candidates for the following position: Field-Based Community Police Advisor – Police Advisor IV. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in La Ceiba, Honduras on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:  
Minimum Qualifications—
  • U.S Citizen or Third Country National
  • Must be able to successfully undergo a Pre-Employment background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT) clearance to gain Embassy access and be eligible for continued employment.
  • Post graduate degree in international relations, law, law enforcement, project management, public policy, sociology, or related field, and five (5) years of experience in the field of specialty; or bachelor’s degree in international relations, law enforcement, public policy, sociology, or related field and ten (10) years of experience in the field of specialty; or fifteen (15) years of relevant experience.
  • Minimum ten (10) years of experience in police patrol duties.
  • Three (3) years specialized experience in local, city, or state law enforcement as a uniformed police officer executing daily patrols.
  • English FSI level 3/3, Spanish FSI level 3/3.
  • Two (2) years of demonstrated overseas experience in U.S. government funded law enforcement or security programming.
  • Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
  • Proficient in Microsoft Office Suite.

Preferred Qualifications—
  • Experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
  • Experience working in international police development and reform.
  • Experience in management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement, judicial or prosecutorial operations
  • Serves as one of three field-based, subject matter experts for INL’s Preventative Police
  • Program providing expertise on the full range of law enforcement issues.
  • Provides technical law enforcement expertise, policy guidance, technical assistance, and training on behalf of INL in support of host nation efforts to improve community policing techniques and to reduce criminal violence within targeted communities.
  • Assists INL to implement best practices in policing to crime, violence, and ultimately homicide rates within targeted communities.
  • Assists INL to facilitate community outreach projects by police officers.
  • Assists with police components of INL’s implementation of the Place Based Strategy (PBS) and supports INL’s development of PBS strategies and work plans.
  • Provides significant input for strategic planning and development of possible future projects.
  • Assists INL to coordinate program development, implementation, and reporting.
  • Works with INL to coordinate with appropriate levels of the Honduras National Police (HNP) and other Ministry of Security elements to achieve INL’s goals for the Preventative Police Program.
  • Assists INL to ensure effective and ongoing coordination, communication, and support of mutually enhancing programs and initiatives in compliance with the comprehensive USG/CARSI strategy for the reduction of violence in Honduras.
  • Reviews the organizational and operational capacities of the HNP and other relevant security actors.
  • Assists INL to develop an assistance plan that will promote effective community policing practices.
  • Assist INL to establish collaborative partnerships in the community between the HNP and the community to solve security-related problems and increase trust in police.
  • Works with INL staff to identify training needs of HNP personnel involved in community policing.
  • Proposes training options and course availability in Central America or the United States.
  • Assists INL to coordinate with the GOH and the international donor community. May attend donor coordination meetings.
  • Assists INL to initiate, coordinate, and implement neighborhood crime watch programs.
  • Drafts papers and documents related to the INL projects.
  • Assists the GOH government to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools.
  • Suggests avenues for mid-course correction if a program is not achieving its goals.
  • Prepares strategic plans and project implementation plans in English for each project as requested by INL.
  • Attends meetings with U.S. and GOH officials including regional working group meetings.
  • Provide weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data as requested by INL. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.
  • Hours for this full-time position will be the core hours of the U.S. Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.
  • The position will be stationed in La Ceiba, Honduras.
  • National and international travel may be required.
