We are presently of identifying candidates for the position of a Specialist Advisor – Level IV – Telecommunications Advisor
to work with International Narcotics and Law Enforcement (INL) in Tegucigalpa, Honduras on the Central America Regional Security Initiative (CARSI) contract. This opening is in response to the Government need in Latin and Central America.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of police, security, justice, and corrections advisors among various other levels of administrative and PMO support. Requirements and Skill Level Qualifications for this role are as follows:
- US Citizen.
- MRPT security clearance.
- Bachelor’s Degree.
- FSI level 4/4 English and FSI level 3/3 Spanish.
- Twelve (12) years professional work experience in managing strategic and tactical communications.
- Demonstrated professional work experience providing and/or managing communication’s training and/or support in Latin America.
- Demonstrated professional work experience supporting military or law enforcement operations.
- Demonstrated professional work experience in the IT field as a program manager.
- Demonstrated (recent and relevant) professional work experience with multi-band tactical communications systems (i.e. Harris Radios, Motorola, Kenwood, ICOM, etc.).
- Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
- Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
- Computer skills, Proficient in Microsoft Office Suite.
- Excellent verbal communications skills.
- Knowledge of GOH and as appropriate, throughout the region telecommunications policies and standard operating procedures.
- One (1) tour of duty in a combat zone or austere/high-risk environment ties.
- Preferred Master's Degree or equivalent in telecommunications, Information Technology Management, Computer Science, International Relations or a development field.
- Experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
- Experience working as a Telecommunications Advisor with non-U.S. law enforcement agencies.
- Experience working in international police development and reform.

- Coordinate telecommunications development, implementation, execution and reporting with other GOH entities, to include the INL anti-gang advisors and other advisors or contractors working on INL program in Honduras.
- The Telecommunications Advisor will be based in Tegucigalpa but will have oversight responsibility for telecommunications assistance to program managers and the GOH nationwide under the direction of the INL/H Program Officer.
- Assists INL to develop, implement and monitor telecommunications strategy/action plans, based on the US Department of State’s (DOS) INL and regional priorities aimed to reduce crime in Honduras.
- Improve National Police effectiveness in investigating major crimes (homicides, extortions, kidnappings, etc.).
- Assists INL to facilitate capacity building, knowledge sharing and enhancing the ability of Senior Management at National Police and programs staff in communicating within their respective organizations.
- Assists INL to develop and implement communications strategies based on the INL/WHP Regional Bureau objectives.
- Monitor and measure the impact of the telecommunication strategy and make reports to INL.
- Assists INL to prepare and conduct telecommunication needs assessments for the International Narcotics and Law Enforcement Section INL and throughout the region.
- Assist INL to coordinate with appropriate levels of the GOH HNP and appropriate additional GOH elements in the Ministry of Security (particularly its Office of Prevention), SERCAA (the HNP police intelligence fusion center) and others in matters relating to the goals of the INL Telecommunications program.
- Assists INL to draft a GOH Telecommunications strategy.
- Assists INL to help ensure effective and ongoing coordination, communication and support of programs and initiatives.
- Keeps INL informed and briefed on all matters relating to Telecommunications activities.
- Prepares a training plan and makes recommendations for training requirements in the areas of Strategic communications, Tactical communications, automations, operations planning, and risk mitigation.
- Works with INL, makes recommendations and provides required documentation such as specifications, cost estimates, and market research concerning equipment and supplies needed to enhance to meet program objectives.
- Provides an Equipment and Supply List to INL, listing recommendations within six months of award.
- Conduct assessments of the GOH throughout the region on capabilities/capacity in the areas of strategic/tactical communication to be incorporated into GOH National Police procedures. Develops a plan with time lines and projected funding needs that outlines actions necessary to increase capacities of the GOH.
- Provides a plan within three months after award that will allow within three years the GOH to successfully implement and sustain strategic/tactical communications without outside assistance.
- Present this Capacity Enhancement Plan to INL.
- Provides technical expertise to enable the GOH to achieve each phase of the capacity enhancement plan.
- Hours for this full-time position will be the core hours of the US Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.
- The position will be stationed in Tegucigalpa, Honduras.
- National and international travel may be required.
- The position is located in Tegucigalpa, with regular field work mentoring Police advisors and GOH law enforcement personnel.
- Provide weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.
