We are presently identifying candidates for the following position: Management Analyst Senior III. The FBI Criminal Investigative Division (CID) coordinates, manages and directs investigative programs focused on financial crime, violent crime, organized crime, public corruption, international corruption, violation of individual civil rights, drug related crime, and informant matters associated with these investigative areas. CID is responsible for devising policy matters and techniques to be used in complicated investigations, as well as for making a continuous review of investigative procedures and programs. The Management Analyst Senior shall provide program analysts to conduct tactical analysis on criminal activities or incidents, and correlate that affiliated with criminal threats.
Primary Qualifications—
  • Top Secret Security Clearance
  • Shall have a minimum of six ( 6) years of experience.
  • Shall have exceptional communication skills with emphasis on effectively communicating detailed analysis and recommendations to personnel.
  • Shall have strong analytical and problem-solving skills.
  • Shall have experience in preparing presentation materials for a wide audience.
  • Shall have experience working in collaborative sessions, while demonstrating strong verbal communication and presentation skills.
  • Shall have experience producing written documentation, to include, but not limited to procedures and instruction.
  • Ability to recognize when and where problems and opportunities exist and evaluate strengths and weaknesses of potential solutions to problems.
  • Shall have experience and be proficient in Microsoft Office Suite-Excel, Word, and PowerPoint
Secondary Qualifications—
  • Bachelor’s Degree (or Higher).
  • Demonstrates impeccable integrity and diligence in understanding and abiding by the various laws, regulations and policies associated with properly receiving, handling, processing and, in certain instances, sharing various data that has been collected through a variety of intelligence and law enforcement means, including classified data.
  • Uses technical skill to master the employment of various software tools/applications in the analysis of large, bulk data sets. These data sets often include financial records, communication records, location records, and raw data extracted from computers, smartphones, other personal electronic devices and other electronic storage media.
  • Beyond basic analysis techniques, through software applications such as Microsoft Excel, adapts to new and emerging software analysis tools that become available-as directed to be used for the assignment and achieves proficiency in their use. Analytical work often requires tools for link analysis, financial analysis, communications network analysis and open source research, as well as relational databases and the referencing of finished intelligence reporting.
  • Maintains awareness of current technological trends and new software application opportunities, in order to assess them for adoption and incorporation into current work flows. Recommends courses of action related to software use that are based on a thorough understanding of the time/financial costs, and other consequences that are implied by a potential change of work flows/processes.
  • Operates as a member of a team. Strong interpersonal/communication skills are required.
  • Initiative, independence and strong personal accountability are required, due to the fact that team members for certain assignments are often separated by long distances (virtual teams), and the analytical work may proceed without constant supervision for periods of time.
  • Ability to thoroughly manipulate and exploit each data system utilized, to include knowledge of software to query information, analyze, and report findings. Superior ability to analyze voluminous amounts of information and make decisions regarding its value and worth to a case.
  • Initiative and judgment are required to anticipate major problems, interpret data, adapt techniques, resolve important issues, and devise and implement new methods.
  • Uses superior analytical skills, in-depth research, critical thinking and judgment to draw conclusions. Analytical conclusions will often pertain to the tactical level for case agents, intelligence analysts and prosecutors, but may also pertain to operational levels of supervision within the FBI or the inter-agency (i.e. bigger-picture effects on US national security or US economic security based on trends discovered in relation to particular crimes/threats; or particular regions/sectors found to be targeted by criminal/threat actors; or particular discoveries about criminal/threat actors themselves, including their methods for communication and finance). Occasionally, analytical conclusions will even be relevant to the strategic level of national policy making.
  • Interprets analytical results and uses superior writing skills, verbal communication skills and creativity to convey these results to others, as appropriate to various audiences. Audiences will most often include tactical level customers ( case agents, intelligence analysts and prosecutors) and operational level customers (various supervisory-level personnel in the FBI, other US government agencies, and international partner agencies). Analytical results may be presented to audiences of small or large size, and in formal or informal fashion, depending upon the circumstances and subject matter. Analytical results will most often pertain to: finding new subjects worthy of investigation, finding new investigative approaches that relate to existing subjects, and finding individuals worthy of targeting for recruitment as human sources; or the prioritization of investigative subjects/threats; or the discovery of threat activities/behaviors that merit further attention, such as for the collection of additional intelligence/evidence, or for other appropriate actions.
  • Composes reports and visual illustrations to support analytical findings, which often include the use of tables, charts, statistics, graphical depictions and data extracts using various software applications. Participates in the process of generating leads and target packages for investigative action or advisory awareness, as appropriate. Collaborates in the production of intelligence reports, as appropriate.
  • Develop comprehensive targeting packages using link analysis tool, open source research, finished intelligence reporting and analysis of communication networks.
  • Identify trends and subjects that are engaging or planning to engage in criminal activity.
  • Extracts data to produce reports and tactical products for dissemination to external and internal customers. Determines the best format to present the information, such as graphs, tables, charts, summary reports and/or tactical products.
  • Prepares and presents oral briefings and written reports on the conclusions and recommendations drawn from data/information.
