Position Description
ATSG is presently identifying candidates for a INL Design Monitoring and Evaluation Specialist position in San Salvador, El Salvador. The INL Design Monitoring and Evaluation Specialist will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - El Salvador task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
Duties and Responsibilities
- Provides input into project design including assessing and establishing baselines for proposed programs; advises on program monitoring during the implementation phase; and delivers updates and analysis on project’s progress and results to INL leadership.
- Actively participates in INL’s Washington-based DME network to ensure the application of bureau-wide design, monitoring, and evaluation standards in all INL projects in El Salvador.
- Participate in early-stage design/planning discussions to construct metrics for program evaluation and help shape programs to meet measurable objectives.
- Advise program managers on application of the INL design standards, including by proposing metrics for baseline assessment and for monitoring and evaluating outcomes and impacts.
- Support program managers in the development of activity maps, application of design standards, and utilization of other tools in the planning stage, as appropriate.
- Utilize data and provide analysis to inform design choices, such as data from previous or related projects for lessons learned, or contextual data for root cause analysis.
- Contribute to and provide technical reviews of program strategies, project logic models, change maps, results frameworks, and/or performance monitoring plans.
- Draft the monitoring and evaluation sections of project solicitation documents, and advise program managers on the rigor and feasibility of project proposals.
- Draft monitoring and evaluation plans where the INL section is implementing the project directly (without an implementing partner).
- Assist implementing partners and host government agencies in understanding and implementing monitoring requirements for new foreign assistance projects.
- Ensure use of quality indicators and inclusion of appropriate INL measures for data verification and data quality assessments.
- Develop and maintain a Logical Framework (“Log Frame”) or equivalent for the complete range of INL San Salvador’s programmatic activities.
- Coordinate with contract personnel to maintain INL section’s contributions to DevResults (INL’s performance monitoring database).
- Work with INL program managers and implementing partners to ensure baseline data is collected at the start of all projects and set targets as applicable.
- Conduct, in coordination with INL program manager, data verification activities for ongoing projects, including site visits.
- Perform data quality assessments for INL strategic indicators.
- Ensure implementing partner, USG interagency, and host government agencies compliance with timely data reporting.
- Meet regularly with implementing partners, USG interagency, and host government agencies to identify, gather, and communicate other relevant qualitative information to inform project performance and challenges.
- Data entry and cleaning as necessary.
- Assist program officers and managers to review and update project monitoring plans periodically, recommended annually at minimum.
- Coordinate with management team to support compliance with record keeping requirements and ensure integrity of historic records of programs and indicators.
- Draft, edit, and clear mandated quarterly and annual reports as required.
- Analyze project data for decision-making purposes as requested.
- Conduct end-line evaluations of all projects.
- Use software to visualize reported data to inform program manager decision-making.
- Create knowledge products such as reports, presentations, memoranda, and infographics.
- Share and report data as requested by program managers and leadership.
- Collaborate with program managers, implementing partners, and/or other stakeholders such as partner government officials to hold periodic data reviews for individual projects.
- Shape strategic or portfolio reviews around available data for decision-making and contribute knowledge products.
- Ensure key take-aways from previous project results are incorporated into the design of new projects.
Minimum Qualifications
- U.S. citizen or Local National.
- Embassy Badge is needed; RSO or MRPT clearance certificates are required based on nationality.
- Education: Master’s degree in Administration, Project Management or related areas is required.
- Spanish 4/4 proficiency (fluent)
- English 4/4
- Minimum of eight (8) years of progressively responsible experience in development and implementation of projects and/or programs, development of program related evaluations and statistical analysis, development of strategic design and program policy, development of program impact indicators, data collection and analysis, performance reporting, development and utilization of programmatic monitoring tools, performance evaluation coordination, impact evaluations and knowledge management with international development organizations, government institutions, donor organizations, or diplomatic missions is required.
- The job holder must have a thorough knowledge of INL design standards, INL monitoring and evaluation guidance, the INL program management lifecycle, and program implementing mechanisms.
- Advanced ability to use tools for data analysis and visualization, such as Excel, Power BI, Tableau, Stata, R, or Python, as well as standard office programs; knowledge of INL’s DevResults platform is a plus.
- Strong communication and interpersonal skills.
- Ability to establish, maintain and broaden an extensive range of contacts in country, to include key officials of government ministries, nongovernmental organizations, private sector entities, and other donor agencies, as well as with INL’s Washington-based DME network.
- Demonstrated ability to exercise responsibilities and plan and execute work assignments independently, be able to work under pressure and produce high-quality results quickly and be able to anticipate issues of concern.
- Successful performance in this position requires skills in teamwork, adaptability, attention to detail, and being able to follow guidance and procedures.
- Job holder must be able to draft briefing documents and technical reports based on data and analysis in clear professional English, requiring few editorial changes.
