Construction Engineer Advisor

Position Description

ATSG Corporation is seeking qualified candidates to fill a position for a Construction Engineer Advisor position. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Guatemala City, Guatemala, on the Central America Regional Security Initiative (CARSI) contract. The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

 

Duties and Responsibilities

  • This position reports to the INL Management Officer.
  • Supports INL-G programs to determine any construction needs of projects.
  • Develops and reviews plans for new facilities, refurbishments, or alterations by analyzing existing spaces, available funding, and future facilities requirements. Submits preliminary proposals for approval; may make recommendations on major purchases of equipment and materials.
  • Liaises with Government of Guatemala (GOG), international organizations, and other donor country interlocutors under the supervision and guidance of INL program officer(s) and INL- G staff.
  • Participates in meetings with Segeplan, Diplan, and other government agencies to comply with donation processes related to construction projects.
  • Participates as a non-voting member in relevant Technical Evaluation Panels (TEP) and reviews cost proposals.
  • Reviews and organizes all construction documents for approved projects, including designs, specifications, cost proposals, and construction schedules.
  • Determines and specifies materials to use; assists in preparing contract documents, such as Statements of Work (SOWs) used to request bids on projects, including estimates of labor and materials (IGCE).
  • Checks all plans and specifications to ensure they meet building codes, local regulations, and energy laws.
  • Oversees ongoing and new construction projects to ensure contractors' adherence to plans and specifications.
  • Conduct site visits and report back to COR on overall progress of construction.
  • Assists COR in record keeping, ensuring that the contract files have all required documents for e-filing.
  • Responds to problems that arise during construction by providing contractors with additional details or drawings when needed.
  • Provides recommendation for satisfactory or non-satisfactory delivery of contract items and prepares receiving reports and/or approving invoices for payments or INL approval.
  • Notifies program officer, contracting officer, and COR of any deficiencies in workmanship or materials immediately and monitors response and repair items as stipulated in the contract.
  • Notifies program officer and contracting officer’s representative (COR) of any performance or schedule failure by the contractor.
  • Monitors and inspects the contractor’s technical progress and performance to assure compliance with the contract terms and conditions.
  • Monitors project budgets at each phase of construction.
  • Reviews costs and schedules; supplies information to program officers regarding construction planning and budget.
  • Reviews professional journals, trade publications, and manufacturers' literature to stay current on materials and practices of the construction industry; reviews government publications to keep abreast with changes and updates in regulations.
 

Minimum Qualifications

  • Contractor background check investigation.
  • USN, TCN, or LN
  • MRPT or RSO security clearance, depending on individual's nationality.
  • FSI level 2/2 in Spanish, with experience conducting briefings in Spanish.
  • FSI level 3/3 in English.
  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
  • Minimum of 10 years of experience in an architecture, engineering, or construction firm, with at least one year experience preparing bill of materials, construction budgets, and cost estimates for projects, and at least one year supervising construction projects.
  • Working knowledge of local and international building codes (IBC, NFPA, NEC, etc.)
  • Experience in reviewing designs, construction details, construction procedures, building materials, and  systems, involving master planning and project management.
  • Proficient with word processing software systems, including Word, Excel, and Adobe products.
  • Proficient with construction management software, including Project Manager, PROCORE, DWG TrueView, and/or Newform.
  • Possess a valid driver’s license and able to complete the U.S. government Incidental Driver’s Certification at Post.
 

Preferred Qualifications

  • Master’s degree in construction-related field.
  • Excellent interpersonal, oral, and written communications skills.
  • Analytical and problem-solving skills.
  • Able to work with minimal supervision under INL Program Officer Guidance and coordination, manage own time effectively, maintain control over all current projects, responsibilities, and deliverables.
  • Minimum one year of experience working with International Cooperation Organizations
  • Numerical, creative, and teamwork skills.
  • Able to develop architectural designs for small-scale projects.
  • Proficient with CAD software systems, including AutoCAD or Revit.
  • Possesses excellent interpersonal, oral, and written communications skills.
  • Has problem solving experience.
