Monitoring and Evaluation (M&E) Specialist (Western Hemisphere: Central America & Caribbean)

Position Description

ATSG is presently identifying candidates for twenty (20) Monitoring and Evaluation (M&E) Specialist positions throughout the Western Hemisphere nations. The Monitoring and Evaluation (M&E) Specialists will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - throughout Central America and the Caribbean. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American, to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. 

Minimum Qualifications

  • Local National.
  • Bachelor’s Degree in the Social Sciences or equivalent.
  • RSO security clearance required.
  • FSI Level 3/3 in English.
  • FSI Level 4/4 in Spanish, French, Dutch, or equivalent depending on the language needs of a specific country (no additional language requirement besides English in English-speaking countries).
  • Proven ability to deliver a quality written product and make presentations in English and in Spanish, French, Dutch, or equivalent depending on the language needs of a specific country (no additional language requirement besides English in English-speaking countries).
  • At least three (3) years of experience in monitoring and evaluation, strategic planning, foreign assistance, and/or performance management.
  • At least two (2) years of experience with data collection and data management; 
  • High level of knowledge of local laws, customs, current events, and governmental institutions.
  • At least one (1) year of experience in a customer-facing position, with the ability to interact with government officials.
  • A moderate level of experience and competency with data analysis and producing quality descriptive data visualizations. 
  • Basic knowledge of statistical analysis and software such as SPSS or STATA.
  • Proficient computer skills including Microsoft Suite (i.e. Word, Excel, Outlook, etc.).

Preferred Qualifications

  • Knowledge or experience with international narcotics and law enforcement-related programs, or U.S. Department of State (DOS), Department of Justice (DOJ), USAID, or other similar government partners preferred. 
  • Experience with Tableau, Power BI, or other similar business intelligence software preferred.
