We are presently identifying candidates for the following position: INL Communications Advisor – Specialist Advisor III. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Guatemala City, Guatemala on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:  

Minimum Qualifications—
  • U.S. Citizen
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT) clearance to gain Embassy access and be eligible for continued employment.
  • Bachelor’s degree in communications, journalism, international relations, and five (5) year of experience in communications, public information, or media.  Experience engaging diverse stakeholders, including governments, civil society, or international donors,  degree can be substituted for:
    • Ten (10) years of relevant experience in communication, public information, media, monitoring evaluation, program management, international development, grants, journalism, experience engaging diverse stakeholders including government, civil society, or international donors.  Of those ten (10) years, at least three (4) years in report writing (written communication) experience, three (3) years in journalism or business/corporate communication,  and three (3) years in public relations or management.
  • FSI level 4/4 English, FSI level 3/3 Spanish
  • Superior English oral and written communication skills

Preferred Qualifications—
  • Demonstrated Procurement and Acquisitions experience
  • Proficient in Microsoft Office Suite
  • Experience working in a foreign assistance planning environment 
  • Prior experience with Department of State report writing

Responsibilities—
  • Draft and coordinate INL-G input to the bi-weekly activity of INL activities
  • Draft and coordinate INL-G and LEWG member input into a monthly INL reporting cable on highlights of INL supported work
  • Be the primary external communications point of contact for INL’s external outreach, to coordinate with PAS, including composing social media outreach, press releases, pamphlets, program summaries.
  • Respond to data and report requests from Washington as needed in consultation with INL programs and INL Deputy/Director
  • In consultation with INL leadership and INL programs, and DEXIS representative, develop a monitoring and evaluation plan for INL projects.
  • Assist Program Managers with drafting and reviewing Notice of Funding Opportunities and Statements of Work for complex procurements and grants
  • Assist INL leadership with organization of high-level visits (logistics; preparing the schedule, prepping trip paper, other duties as assigned).
  • The Report Writer is expected to comply with the INL-G Standards of Conduct for Third Party Contractors.
  • The position is located in Guatemala City, Guatemala.  Routine travel will be required within the city. In addition, in-country trips may be required to attend INL-G events.
