Position Description

ATSG Corporation is presently identifying candidates for an Anti-Corruption Advisor position in Panama City, Panama. The Anti-Corruption Advisor will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - Panama task order. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This person will be a corporate employee supporting ATSG employees on site and working in partnership with the U.S. Government. This position may ultimately be based in a U.S. Embassy facility; however, the contractor will provide an office space and equipment for the Anti-Corruption Advisor in or near the Embassy until they are able to transition to Embassy facilities, which is dependent on the individual’s ability to obtain and hold an RSO security clearance as well as the availability of space in Embassy facilities. If the Anti-Corruption Advisor is unable to transition into Embassy Facilities for any reason, the contractor must provide an office space and equipment until the end of the contract. This will be a full-time (defined as at least 40-hour work week) position. All in-country personnel will follow Embassy hours of operation and holidays.

Duties and Responsibilities

  • Juris doctorate or equivalent degree from an accredited college or university.
  • Knowledge of Panamanian judicial system, including courts, prosecutors, defense attorneys, and law enforcement.
  • Experience working and/or coordinating with other relevant U.S. government agencies (e.g., Department of Justice, USAID, etc.), the United Nations and host nation entities.
  • Experience working with anti-corruption programs or consulting on related education, or rule of law projects.
  • Demonstrated knowledge of Panamanian and regional anti-corruption issues.

Travel Requirements

National and international travel may be required.

Minimum Qualifications

  • Panamanian national, third country national or resident with a work permit.
  • Bachelor’s degree in economics, finance, law, compliance, international relations, public policy or related field (15) years professional experience can be substituted.
  • FSI level 4/4 Spanish; FSI level 3/3 English.
  • Ten (10) years of experience in anti-corruption.
  • Three (3) years of international experience or working overseas in an Embassy environment.
  • Three (3) years experiencing implementing anti-corruption programs.
  • Two years (2) experience teaching college level or anti-corruption courses or related subjects.
  • Experience briefing in Spanish and English.
  • Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation.
  • Demonstrated skill in oral and written communication in both Spanish and English including writing reports, assessments, and general correspondence, while showing ability to present and defend complex analyses and proposals concisely.
  • Ability to develop and maintain professional relationships with Panamanian officials to advance projects.
  • Ability to maintain appropriate confidentiality of sensitive government business.
  • Ability to work independently on projects and issues within overall policy guidelines.
  • Proficient in Microsoft Office Suite
  • The candidate must be able to obtain and maintain an RSO clearance.
