Position Description
ATSG is presently identifying candidates for an Admin and Support (Administrative Assistant for Sensitive Investigation Unit (SIU) position. The Administrative Assistant for Sensitive Investigation Unit (SIU) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in Guatemala City, Guatemala; Monday through Friday, 40 hours per week.
Duties and Responsibilities
- Accurately reviews purchase requests, funding and use of appropriate purchasing procedures.
- Incumbent’s responsibilities include working with International Narcotics and Law Enforcement Affairs (INL) accounts to issue monthly operating payments and salary supplements; monthly and yearly reconciliation of the Drug Enforcement Administration (DEA) and INL-G accounts.
- Incumbent will assist with all reporting requirements relating to budget control; end of fiscal year close out documents, end use monitoring report, Government Accountability Office (GAO) auditing requirements, and quarterly/status budget reports
- Incumbent will maintain accounting of lease agreements and rental payments for operational locations utilized throughout Guatemala.
- Incumbent will support DEA Special Agents to provide training and support guidance for the SIU program and host nation counterparts.
- Incumbent coordinates logistical matters for international meetings and training, travel arrangements, securing meeting rooms/facilities and catering services.
- Prepares all travel documents and requests for host nation counterparts for both national and international travel. Incumbent will also be responsible for ensuring that travelers have required immigration documents.
- Explains and promotes understanding of travel management policies, regulations and procedures. Implements procedures and methods to accommodate new policies resulting from regulatory changes. Recommends changes to DEA Program Manager to improve established procedures. Responsible for ensuring travelers are aware of travel requirements (including but not limited to visa requirements).
- DEA has stringent controls in place to manage equipment and personnel. These databases require daily maintenance and require significant interaction with host nation to ensure an accurate accounting of personnel and equipment. Incumbent will be required to meet with host nation groups on a daily basis to ensure policies and procedures are followed.
- Coordinates polygraph, human rights, and urinalysis tests to ensure a high level of quality and professionalism within the SIU team.
- Determine equipment and material needs for law enforcement operations and assist a direct hire of the Government in the acquisition of required material.
- Write, distribute, and follow up on letters to host government entities regarding SIU/DEA.
- Must exercise exceptionally good judgment in the conduct of his/her duties, due to routine interaction with DEA personnel.
- Performs other duties as requested by DEA Special Agents.
Minimum Qualifications
- U.S. Citizen
- Contractor background check and DEA Security Programs Clearance
- MRPT clearance
- High School Diploma or Foreign Country Equivalent
- FSI English 3/3, Spanish 3/3
- Two (2) years of administrative/managerial work experience in a professional setting such as government, law Enforcement, Project Management, or Multinational corporations.
- Knowledge of Microsoft Office Suite to include Word, Excel, and Power Point, and ability to learn new software.
- Possess a valid driver’s license and be able to complete the U.S. government Incidental Driver’s Certification at Post.
- Possess, and be able to maintain, a passport and have no travel restrictions.
- Capable of reliably handling Guatemalan law enforcement sensitive documents
- Strong organizational skills
Preferred Qualifications
- Detail oriented
- Experience working with office equipment such as printers, scanners, and computers.
- Ability to securely store and discard documents and maintain confidentiality.
- Excellent organization and communication skills.
- Previous experience in acquisition a plus.
- Familiar with the local economy, specifically with purchasing practices and how to research and locate vendors.
