Position Description

ATSG is presently identifying candidates for a Specialist Advisor IV: Combatting Foreign Terrorist Organizations (FTOs) Advisor. The Specialist Advisor IV: Combatting Foreign Terrorist Organizations (FTOs) Advisor  will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in Guatemala City, Guatemala; Monday through Friday, 40 hours per week.
 

Duties and Responsibilities

  • Provide advisory and training assistance to the Government of Guatemala’s Penitentiary System and Secretariat of Social Welfare on combating FTOs, transnational criminal organizations (TCOs), and other criminal actors housed in Guatemala’s prisons who represent a threat to U.S. national security;
  • Conduct periodic site visits to project locations, including jails and prisons, located in the region to perform on site inspections and assessments of INL projects and programs;
  • Assist in developing programs and projects that are coordinated with Guatemalan law enforcement aimed at combatting FTOs and TCOs, particularly to combat extortion emanating from prisons;
  • Develop plans to build host government capacity to confront extortion against American businesses;
  • Advise on policy analysis and program guidance as it pertains to program progress, budgets, host government capacity, limitations of institutions, and training plans;
  • Advise on international security and administration standards for prison protocols, and prison management, to combat internal corruption that facilitates FTO activity
  • Liaise with and assist host government units on institutional development projects, including training, vetting, oversight, anti-gang and anti-FTO activities, with a particular focus on prisons;
  • Analyze and report on developments within Guatemala, ensuring programmatic efforts to combat gangs, TCOs, and FTOs continue to progress;
  • Conduct field surveys, evaluations, and special studies;
  • Prepare monthly report for INL Program officer; and
  • Other duties as assigned by INL program officers.

Minimum Qualifications

  • U.S. Citizen;
  • The candidate must be able to pass a contractor background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT) clearance to gain Embassy access and be eligible for continued employment;
  • FSI level English 3/3, Spanish 3/3;
  • Bachelor’s degree in international relations, law enforcement, public policy or related field or (10) years or related professional experience;
  • Fifteen (15) years’ experience in the field of the specialty, which must include three (3) years of experience working overseas in an Embassy environment, or three (3) years specialized supervisory experience related to gang prevention, containing gangs in a prison environment, anti-extortion, or FTOs; and
  • Experience briefing in Spanish and English.

Preferred Qualifications

  • Ten (10) years of U.S. Corrections experience with a focus on prisons housing members of different gangs, TCOs, or FTOs;
  • Certificate or diploma from a certified state or federal corrections training academy;
  • Two (2) years of senior management experience that includes strategic planning, resource management, budgeting, and oversight and evaluation;
  • Demonstrated experience in developing information from prison security threat groups, including TCOs and FTOs, to improve prison operations, law enforcement, and prevention; and
  • Demonstrated knowledge of transnational criminal gangs, especially those prevalent in and designated as FTOs in Central America.
