Position Description
ATSG is presently identifying candidates for a Specialist Advisor (Anti-Corruption Advisor) position. The Specialist Advisor (Anti-Corruption Advisor) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Belize task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.
Duties and Responsibilities
- Position will be based in Belmopan, Belize.
- Advises INL Belmopan on potential and on-going anti-corruption initiatives for Belize.
- Works closely with other INL Third Party Contractors, other U.S. Embassy agencies, to develop anti-corruption projects related to Institutional Strengthening of Good Governance Unit and Auditor General Unit.
- Helps establish, develop, improve, coordinate, and sustain innovative anti-corruption projects to reduce corruption, enhance transparency, and improve efficiency.
- Assists with the planning, coordination, implementation, maintenance, and monitoring of projects, training, activities, and other events to support the Belizean government’s efforts to reduce corruption, enhance transparency, and improve efficiency of the Public Service.
- Designs and establishes an Institutional framework for Good Governance Unit to be the lead coordinating body that coordinates good governance Agenda, Anti-corruption reforms and support leadership dialogue of Anti-corruption bodies on emerging tools and approaches to tackle corruption in the public sector.
- Assists the Office of the Auditor General in the development of integrity audits (assesses the level of integrity of organization as a whole) and creates a policy and training for line Ministries.
- Supports anti-corruption agencies and oversight institutions (Integrity Commission, Ombudsman and Senate Committee) in strengthening their capacity to fight corruption, focus on enhancing their technical capabilities, facilitating collaboration with other public sector entities, actively implementing provisions of the United Nations Convention Against Corruption (UNCAC), and following through on UNCAC review recommendations
- Establishes, develops, improves, and maintains close and effective working relationships with relevant counterparts that can advance effective anti-corruption projects.
- Attends anti-corruption-related fora, activities and events
- Prepares and presents information and analysis, to a variety of audiences, in a clear, concise, persuasive, and effective manner
- Submits reports to the INL Justice program based on individual workplan.
- May travel occasionally to Belize City for consultations with stakeholders.
- Facilitates the flow of accurate and timely information among stakeholders, the INL program offices, and other Embassy and national stakeholders.
- Provide reports to INL Belmopan in accordance with individual workplan
Minimum Qualifications
- U.S. Citizen, Third Country National, or Local National.
- MRPT or RSO security clearance
- FSI level 4/4 English
- Master’s degree and 10 years of experience working in legal sector, anti-corruption programs, internal audits and/or financial crime investigations, prosecutor’s office, criminal justice, law enforcement; or Bachelor’s degree and 15 years of experience working in legal sector, anti-corruption programs, internal audits and/or financial crime investigations, prosecutor’s office, criminal justice, law enforcement; or 20 years of experience working in legal sector, anti-corruption programs, internal audits and/or financial crime investigations, prosecutor’s office, criminal justice, law enforcement, or international relations.
- Experience working with anti-corruption programs, such as audits, fraud and financial crimes investigations, prosecutor’s office, or Attorney General’s office.
- Ability to work within cross-cultural teams and in remote locations.
- Must have a reliable internet connection with videoconference capability (i.e. Zoom) to communicate on a regular basis with government counterparts in Belize
- Must have the ability to travel to meet the requirement needs and get to meetings in Belmopan and Belize City. Contractor is responsible for ensuring that the TPC has transportation to work location(s). Car rental may be accepted for travel to locations more than 25 miles from the US Embassy in Belmopan
