We are presently identifying candidates for the following position: GCIF IT Technician – IT Advisor II (CARSI – El Salvador). This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in San Salvador, El Salvador on the Central America Regional Security Initiative (CARSI) contract. The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:
Duties and Responsibilities
- Work closely with GCIF leadership on IT goals and proactively alert leadership to any issues
- Provide technical support to GCIF employees
- Manage GCIF workstations and the internal server
- Provide continuous on-site and remote access to GCIF systems by personnel (>1% downtime).
- Apply best practices and standards for cybersecurity and information protection
- Uphold and implement GCIF protocols for information protection and retention
- Support deployment of new technology platforms for GCIF
- Advise on design of new training and request platforms
- Maintain a liaison and coordination role with IT officers of all participating countries in support of data sharing and remote access to databases.
- Serve as a coordination for vendors on issues related to GCIF webpage, database, e-learning, security systems, server/cloud services, firewall services, and access controls among others
- Support IT, software, and other equipment maintenance, purchase, and management.
- Support GCIF with capacity building events, travel, meetings, and logistics as needed
- Perform IT Process documentation and IT asset control
- Participate in meetings with GCIF leadership, INL staff, and external contacts as requested. This includes meetings with the Government of El Salvador and representatives from governments of other participating countries or potential participating countries.
- Perform other duties as requested and assigned that are directly related to this Statement of Work.
Minimum Qualifications
- Local National
- ATSG background check
- Education: Bachelor’s or equivalent in an IT or computer science-related field
- Spanish: Fluent
- English 2/2
- Minimum of two (2) years’ experience or a degree in an IT related field.
- Demonstrated ability to work independently on projects and issues within overall policy guidelines.
- Demonstrated proficiency in Microsoft Office Suite.
- General knowledge of:
- Windows Server Admin (required),
- Network Admin (Fortinet) (required),
- Windows and MS Office tech support (required),
- Web Based Applications Developer
- SQL Server Database or Oracle Database knowledge (preferred),
- Microsoft Azure Cloud Service (preferred)
