Position Description

ATSG Corporation is presently interviewing candidates for a Program Analyst V position for a FBI contract need in Washington, D.C. As a team member on the Operational Support Section - Front Office (OSSFO), the Program Analyst V will work closely with the IOD Information Technology Program Manager (IT PM) and will provide a detailed synopsis of analysis and research to assist the IT PM in furthering the IOD mission as it relates to overall technological issues. The Program Analyst V provides administrative support to the IT PM for all projects and assists with all IOD and legal attaché (legat) equipment (i.e. updating equipment, support calls for issues and issuing/tracking phones); this is a close one-on-one dynamic. The Operational Support Section Front Office (OSSFO) requires highly skilled administrative support services that enhance the FBI’s ability to meet its mission in IOD.

Duties and Responsibilities

  • Provide Management Analysis and Information Technology support to Legat and other overseas personnel as needed relative to the operation and maintenance of mobile devices on behalf of IOD.
  • Manage and manipulate data in a variety of automated databases as it relates to compliance and accountability, and/or the FBI’s investigative priorities.
  • Research and analyze existing policies, reports, files, guidelines, directives, laws, statutes, objectives, operations, and available resources.
  • Transfer user accounts in response to System Access Requests (SARs).
  • Provide Limited Registration Authority (LRA) services to permanently assigned overseas personnel as well as TDY personnel.
  • Train new Trusted Agent (TA) personnel to the NSS-PKI objective.
  • Interpret, clarify, coordinate, implement, and/or recommend policies, procedures, instructions, and requirements for the organization/program.
  • Prepare and deliver briefings and presentations to management officials. Compose memoranda, executive summaries, analytical narratives, detailed statistical or descriptive reports, and/or concise graphs/charts in order to present sound recommendations.
  • Prepare reports that present findings, cite applicable policies, identify causative situations, and recommend corrective actions.
  • Evaluate, research, and prepare complete and concise responses to in-depth inquiries, reports, and other matters.
  • Assist in the development of manuals, guides, and information packages.
  • Compile and analyze disparate data for reporting and make recommendations to management on discrepancies.
  • Analyze policies and procedures to determine the impact on and effect of such regulations on current and future operations.
  • Maintain property records including but not limited to the Asset Management System (AMS).
  • Revise methods for collecting data; develop and/or adopt new productivity measures.
  • Arrange and conduct meetings with external representatives to review their respective organization's programs, functions, operational practices, organizational plans, policies, procedures, and prior evaluations.
  • Contractor must have the ability to communicate clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; make presentations; and prepare complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs that are distributed throughout the Bureau. 

Minimum Qualifications

  • Top Secret Security Clearance.
  • Bachelor’s degree from an accredited university.
  • Must be a U.S. Citizen.
  • Minimum of five (5) years of work experience in the related field.
  • Strong interpersonal/liaison skills and be proficient in Information Technology terminology.
  • Must work well in a high-stress environment.
  • Working knowledge of IT/computers, computer applications and mobile devices.
