Position Description

ATSG is presently identifying candidates for an Anticorruption Research Advisor position in Tegucigalpa, Honduras. The Anticorruption Research Advisor will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - Honduras task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • Proactively review and analyze a variety of sources, including open-source information such as media reports, on a daily basis related to new and ongoing reports of corruption. 
  • Draft organized, concise, and appropriately sourced summary reports in English to contribute to case development. 
  • Embedded in the INL Justice Sector Program, but requires high level of coordination with other relevant units within INL as well as the Embassy Political section, Economic section, Department of Justice and other interagency partners on corruption-related matters.  
  • Coordinate with relevant Embassy and Washington offices to determine next steps for those identified in draft summaries, including referrals for action to interagency partners, as needed. 
  • Help respond quickly to follow-up inquiries to support case development, conducting additional research as needed.
  • Compile and track resulting reactions to deployment of anticorruption policy tools.
  • Support anticorruption research and drafting as assigned. 

Travel Requirements

Travel within Honduras and some international travel may be required.

Minimum Qualifications

  • Third Country National or Local National.
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a RSO certification to gain Embassy access and be eligible for continued employment.
  • Post graduate degree in international relations, law, project management, public policy, sociology, or related field and three (3) years of experience in the field of specialty; or bachelor’s degree in international relations, law, public policy, sociology, or related field and five (5) years of experience in the field of specialty.
  • Language requirements: English (FSI Level 4/4) and Spanish (native).
  • Proven ability to deliver a quality written product and presentations in English. 
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
  • Three (3) years of professional experience, including experience in summarizing information from a range of sources including media, briefing orally, and writing in both Spanish and English.  
  • Demonstrated excellent written communication skills in English, including ability to summarize large quantities of information from multiple sources into concise and coherent summaries, and strong judgment to evaluate the credibility of sources and when and how to corroborate incomplete information. 
  • Demonstrated excellent oral communication skills and collaboration skills with one’s supervisors and peers, as well as with other units within one’s organization.  
  • Demonstrated ability to handle case-related information with appropriate care and discretion. 
  • Ability to work under time pressure in a fast-paced environment, including ability to respond effectively to short-fuse taskings. 
  • Demonstrated flexibility and adaptability to work across functional programs. 
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
  • Proficient in Microsoft Office Suite.

Preferred Qualifications

  • Bachelor’s degree in law, criminal justice, or social sciences.
  • Prior experience working on, or exposure to, legal issues, criminal justice systems, sanctions, anticorruption or related issues.
  • Prior experience working an Embassy environment or similar or working with international organizations or non-governmental organizations.
  • Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
  • Prior experience or familiarity with a range of sectors including governmental, nongovernmental public, and private sector entities.
  • Demonstrated excellent social and interpersonal skills.
