We are presently identifying candidates for the following position: INL Municipal Police (CAM) Training Advisor - Specialist Advisor I (CARSI - El Salvador) (2x). This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in San Salvador, El Salvador on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

Minimum Qualifications
  • Local Nationals 
  • The candidate must be able to pass an ATSG background investigation to begin employment.
  • Bachelor’s degree.
  • Police academy training.
  • Police leadership especially executive level training.
  • Law enforcement or public security courses especially in the areas of community driven crime prevention.
  • 5 years of law enforcement experience.
  • 5 years of experience in law enforcement leadership position and executive rank in PNC.
  • Knowledge and experience in inclusion of community engagement and feedback in creating public security strategies.
  • Planning and implementation of intelligence led policing, familiarity with the intelligence cycle and problem-solving methodologies.
  • Organization, Administration and Supervision of Tactical Police Units and Public Security.
  • Languages: Spanish: Fluent, English: Not Required.

Duties and Responsibilities
  • The candidate’s primary responsibility is to reinforce training and provide expertise in situ, in real-time to CAM officers. To achieve this end, the candidate must demonstrate extensive knowledge of and experience in applying the following subject areas:
    • Training provided in the National Academy for Public Security (ANSP) and field training.
    • Proactive, crime-prevention driven patrol operations.
    • Community engagement, community interaction and de-escalation.
    • Unarmed self-defense techniques.
    • Public security department operations and management.
    • Ability to effectively communicate, advise, and train in public security operations and support, manage public security officer staff functions including administration and personnel management, community-based information sharing, operations, logistics and resource management.
    • Coordination between units within public security institutions and coordination with inter-institutional committees of the public and private sectors, key community stakeholders, community organizations such as ADESCOs, etc.
    • Coordination and execution of Joint Plans with Municipal Governments.
    • Computer skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)
    • Strong communications, interpersonal, organizational, and analytical skills.
  • Candidate is expected to travel extensively to municipalities where CAM units are located in order to provide in situ mentoring.
  • No history of substantiated legal/ethical/moral violations while serving as a police officer and commander and ability to pass Leahy vetting.
