We are presently identifying candidates for the following position: Assistant to the Collaborative Community Security Development Advisor – Admin & Support IV (CARSI – Costa Rica). This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in San José, Costa Rica on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles.
The Technical Assistant position will involve working directly with the Collaborative Community Security Advisor on both technical and administrative aspects of project development, with work overseen by the INL Program Manager. The incumbent will focus on a project to develop three regional monitoring centers on behalf of the Government of Costa Rica (GOCR). To be successful as Technical Assistant, the candidate must be passionate about his/her job performance with discipline and demonstrate strong logical and critical thinking skills as well as control of documents. The Technical Assistant must be able to keep track of project’s progress, write detailed reports, and ensure consistent quality assurance methods regarding to design assistance and project’s management of documents and their record.
Requirements and responsibilities for this role are as follows:
Local National (Costa Rica)
The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain an Embassy security certification.
Bachelor’s Degree in a technical area (i.e. industrial engineering or project management)
English FSI Level 4/4 and Spanish proficiency.
Word, Excel, Outlook, PowerPoint, Google Earth experience of five years.
Demonstrated experience of at least one year as an industrial engineer or supervising project management processes.
At least one year of experience managing and developing projects against permit requirements within Costa Rica
Demonstrated understanding of Costa Rican regulatory approvals, including MIDEPLAN processes.
Working hours: Full time (Five days per week, eight hours per day).
Ability to work out of remotely from around San Jose during project site visits.
Must have a valid Costa Rican driver license B1 or superior.

Good analytical skills are required.
Ability to perform unofficial translations of written documents into Spanish and English and to draft clearly and succinctly in English.
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
Knowledge in the industrial engineer processes or project management procedures
Superior communication and interpersonal skills.
Have the ability to communicate information and ideas orally so others will understand.
Demonstrated ability to work independently on projects and issues within overall policy guidelines.
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Have skills in document record and control, and on-line document back record keeping.
The Collaborative Community Security Assistant is responsible for performing a variety of responsible and at times difficult paraprofessional and clerical assignments in support of various functions within INL projects.
The CCS Assistant must be able to analyze, identify, and design processes and procedures with MID are within this Ministry’s compliance. This CCS assistant must be able to design the project timeline and plans of action.
The CCS Assistant will create the process diagrams for the monitoring projects, that will help determine projects timeline, procedures, responsible people, equipment, documents and capacities of each one of them.
The CCS Assistant will also be in charge of identifying the processes in occupational health, ergonomics, and industrial security for the monitoring centers projects.
The CCS Assistant will also be in charge of identifying the processes for the Monitoring Centers to comply with the international quality system (ISSO).
The CCS Assistance will also be in charge of tracking the metrics for the Sembremos Seguridad program to assist in monitoring it's the impact. This will include creating monitoring indicators for the Regional Monitoring Centers.
Duties include working closely with the CCS Advisor for the creation of the three Regional Monitoring Centers.
Applicants must possess the years of specialized experience described below. Examples of specialized experience performing such duties as participating in industrial engineering processes, project management, preparing project schedules, work with MIDEPLAN, or similar experience.
