We are presently identifying candidates for the following position: Project Analyst, Aviation Support Specialist – Specialist Advisor III (CARSI – Panama). This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Panama City, Panama on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:
Local national or US Citizen or third country national (TCN) Resident.
The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a Moderate Risk Public Trust (MRPT) clearance (if a U.S. Citizen) or an RSO clearance (if a local national or resident) to gain Embassy access and be eligible for continued employment.
FSI level 3/3 Spanish, FSI level 3 English reading and writing.
Excellent verbal and written communication skills. Requires mathematical ability to accurately perform calculations used in cost/budget analysis.
Bachelor's degree in project management, business administration, industrial engineer, or related field. Ten (10) years of professional experience as a project analyst in a related field or supporting project management can be substituted.
Three (3) years of professional experience as a project analyst in a related field required.
Strong understanding in project management, the complete project life cycle and data analysis.
Must have strong foundation of computer skills and be proficient using imported and/or exported data. Microsoft Office, Project, and Visio applications. This position requires an understanding of general accounting principles and Earned Value Management.
Proficient with diagramming software like Microsoft Visio.
Knowledgeable in business operations and processes.
Exceptional research and reporting skills.
Strong critical thinking, analytical, and problem-solving skills.
Skilled in explaining complicated project strategies and details as clearly as possible. This includes writing reports for both end-user and project managers.
Excellent presentation skills in Spanish.
Good interpersonal and organizational skills.
Flexible to work long hours as required to meet project deadlines.
Able to sit in front of a computer for long hours at a time.
Professional in Business Analysis (PBA) certification.
Project Management Professional (PMP) certification.
Experience in Aviation operations and business management.
Duties include assisting INL Panama Aviation and INL-SENAN Helicopter Unit leadership in the research, design, implementation, analysis, recording and reporting for Aviation Program projects.
Advise and assist SENAN Directorate of Institutional Planning and Development on project management process in the project planning process, including project budgeting and their general strategy.
Preparing, reviewing, and maintaining a wide range of project documentation, including project plans, roadmaps, timelines, key performance indicators (KPIs), monitoring project activities, and meeting minutes.
Assisting in the identification of project goals, requirements, prioritization and sequence of tasks, and key performance indicators.
Verifying project data and analyzing it to suit the project goals.
Analyzing project data and producing insights to optimize performance.
Performing and presenting a feasibility analysis for proposed projects.
Tracking, forecasting, and reporting project progress including metrics and challenges.
Assist with facilitating the flow of accurate and timely information among stakeholders.
Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit and to maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 25 pounds; may require minimal walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses, safety shoes, etc. May be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
Possess or be able to obtain Panama driver’s license within six months of employment.
