We are presently identifying candidates for the following position: INL ANSP Assistant Advisor – Specialist Advisor III. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in San Salvador, El Salvador
on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:  

Minimum Qualifications—
  • Local National or Third Country National
  • The candidate must be able to pass an ATSG background investigation to begin and maintain employment
  • Education: College Degree in an education or law enforcement training-related field
  • Spanish: Fluent
  • English: Level 2/2, good working knowledge
  • Minimum of three (3) years’ experience in an education related field; specific law enforcement education and training preferred.
  • Experience in program and workshop development and coordination
  • Experience training personnel
  • Experience in curriculum development
  • Proven ability to work with law enforcement in an advisory capacity
  • Experience analyzing, processing, and presenting information based on quantitative and qualitative data
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines
  • Experience in evaluating and monitoring learning impact on student

  • This position is located in Comalapa, El Salvador.  Traveling and/or driving within El Salvador is expected every day.
  • Work closely with the Academy Advisor to coordinate training activities and achieve ANSP goals/objectives
  • Work daily on site with ANSP officials in Comalapa, and occasionally in the ANSP in Santa Tecla 
  • Assist ANSP and INL staff in revising/updating student curriculum and plans at all levels, with an emphasis on improving training, and implementing innovative policies and procedures to enhance citizens’ experiences with the police and human rights
  • Assist the INL Academy Advisor in the development and implementation of lesson plans and training materials for codifying modern policing innovations through the ANSP Innovation Lab
  • Evaluate and monitor the impact of different educational modalities on student learning
  • Participate in coordination meetings with the Academy Advisor and ANSP leadership and staff and prepare the respective reports of scheduled activities as requested
  • Support the Academy Advisor in completing current needs assessments, report the assessment findings, and make recommendations for improvements in the trainings and courses. Coordinate and supervise activities to implement the improvements to measure their results and impact
  • Prepare and provide reports and specialized technical documents on the different field activities
  • Work and maintain communication with other INL Police Advisors to identify potential problems and develop flexible and viable solutions to any issues
  • Provide weekly, monthly, quarterly, and annual reports on program activities, progress on goals, recommendations for advancing US and program goals, project highlights, and other relevant information, such as statistical data, meetings, trainings, milestones
  • Encourages an atmosphere of peace, honesty, and respective and works to facilitate communication
  • Perform other duties as requested and assigned that are directly related to this Statement of Work
