We are presently identifying candidates for the following position: Program Design Advisor.
Secret Security Clearance
A Bachelor’s degree from an accredited institution.
Four to six years’ experience in relevant field.
Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines.
Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process.
Ability to communicate effectively, both orally and in writing, with a wide range of players.
Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
Experience drafting government reports and documents, such as the INCSR, embassy cables, and other documents.

Bachelor's degree from an accredited college or university with a concentration in International Law, International Relations, Political Science, Environmental Policy, Economics, History, Law, Statistics, or in the Humanities.
At least two years of professional experience in knowledge management.
Demonstrated experience with U.S. foreign assistance, including an emphasis on civilian security and rule of law programming.
Demonstrated experience designing and facilitating trainings, workshops, peer-to-peer coaching and mentoring, and other capacity building activities, both in person and virtually.
Demonstrated experience working on and/or managing evidence review processes.
Demonstrated experience proactively applying evaluations standards (e.g., clarity, plausibility, relevance) to shape program design.
Knowledge of user-centered design processes for online and offline products.
Knowledge of monitoring, evaluation, and learning for foreign assistance
Synthesize and share individual tacit knowledge capture. Products from this could include guidance notes, annotated program cycle templates, trainings, and SharePoint resources. Products should be informed by user consultations.
Support application of explicit knowledge. This involves both individual level relationship building and consulting, policies, and procedures to reinforce application of knowledge.
Advise and support on evidence-generation activities to build a base of knowledge about what is known to work/not work with respect to achieving criminal justice sector foreign assistance outcomes.
Advise staff on the application of program design standards to individual assistance projects.
Provide general assistance with knowledge management tasks necessary to meet objectives, including monitoring work and proposing adjustments as necessary, organizing internal and/or external meetings, and drafting a variety of written products.
Establish and maintain professional relationships within the office, interagency, and relevant external partners.
