INL System Information Advisor

Job Description

ATSG is presently identifying candidates for the following INL System Information Advisor. The INL System Information Advisor will work in partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) in San Salvador, El Salvador. The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the U.S. Government (USG) to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.

Duties and Responsibilities

  • This position is located in San Salvador, El Salvador.
  • Advise on the implementation of assigned INL Information Technology (IT) projects. Coordinate these activities with INL Advisors and within El Salvador, to include U.S. government agencies operating in El Salvador, international organizations, third-country governments, and the appropriate Government of El Salvador (GOES) stakeholders.
  • Draft technical proposals and reports in understandable terms and produce a work product in consultation with INL, GOES, and other agencies.
  • Provide project general design, implementation follow-up, direction, and execution oversight of assigned INL IT projects in support of host nation reform efforts.
  • Serve as primary point of contact for assigned INL IT projects.
  • Facilitate interagency coordination among elements of INL, Salvadoran law enforcement agencies, NGOs, and other participating agencies.
  • Establish collaborative partnerships with corresponding IT levels of host nation government officials, helping INL and the Salvadoran government accomplish identified goals and objectives.
  • Attend all meetings with INL, U.S. and host government officials, as requested, related to the assigned IT project.
  • Advise on possible innovations, solutions, or way forwards to develop, improve, and strengthen technological systems related to INL projects.
  • Meet with INL Advisors, GOES officials, NGOs, and business counterparts to discuss IT project implementation roadblocks, budgeting, milestones, and other issues.
  • Advise INL advisors and host governments regarding potential and perceived abuse, fraud, or misuse of systems or information.
  • Conduct pre-assessments of counterparts’ systems in anticipation of enhancing their capabilities. 
  • Monitor the implementation of assessments or studies related to technological systems and infrastructure projects.
  • Diagnose IT system problems, inefficiencies, and weaknesses in counterpart systems.
  • Understand counterparts' IT needs and convey those needs to INL in a clear and integrated manner.  Suggest organizational, operational, logistical, and training improvements and opportunities.
  • Devise and implement a technological solution to meet counterparts' needs.
  • Plan a general timeline for completion of IT projects.
  • Provide advice on technology best practices.
  • Collaborate with INL team members and counterparts to ensure familiarity with technology.
  • Produce detailed reports on the efficacy of the technology implemented.
  • Advise and assist in procuring technical services, training, and commodities, and provide appropriate assistance in procurement actions.
  • Develop and track performance evaluation measures for IT projects, including project metrics outcome measures, and output measures for all assigned projects.
  • Ensure project meets milestones and guides mid-course correction if a project is not achieving its goals.
  • Maintain open, timely, and effective communication with the INL Supervisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. Keep INL Supervisor informed and briefed on all matters related to the assigned project.
  • Perform other duties as requested and assigned that are directly related to this Statement of Work.
 

Travel Requirements

  • Travel within El Salvador and occasional international travel is required.
 

Minimum Qualifications

  • Host Country National (El Salvador).
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a RSO certification to gain Embassy access and be eligible for continued employment.
  • Bachelor’s degree in computer science, information systems, or related field (can be substituted by 10 years of professional experience).
  • FSI level 3/3 Spanish.
  • FSI level 1/1 English.
  • Ten (10) years’ experience in the field of the specialty.
  • Five (5) years’ experience working with common database system (DBMS): setup, configuration, administration.
  • Excellent written and verbal communication.
  • Demonstrated professional work experience in the IT field as a project manager, Software Architect, Infrastructure Manager or IT manager.
  • Five (5) years’ of demonstrated experience managing and providing technical/tactical expertise on infrastructure issues to offices and stakeholders involved: data network, servers, firewall/switches, computers, tools, infosec, cabinets, racks, video & audio equipment, etc.
  • Five (5) years’ demonstrated experience dealing with complex problem analysis and coordinating with project stakeholders to resolve issues.
  • Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
  • Demonstrated experience in evaluating product standards of technological components.
