ATSG Corporation is seeking qualified candidates to fill a position for a Senior Police Advisor to support the Bureau of International Narcotics and Law Enforcement Affairs (INL), an agency of the Department of State.

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

INL’s Office of Africa and the Middle East Programs (INL/AME) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to rule of law and police reform activities in Senegal. INL’s goal for Senegal is that it remains a stable and secure country that facilitates U.S. foreign policy and security goals in the region. INL provides foreign assistance to Senegalese criminal justice institutions so that law enforcement deters crime and maintains citizen security and public order.
 
The purpose of this Third-Party Contract (TPC) is to provide a highly experienced, well qualified U.S. or international Senior Police Advisor (hereafter Advisor) to serve as an Advisor to INL/Dakar on all matters related to police/policing matters and to Senegalese law enforcement Institutions. The Advisor will serve as a subject matter expert on law enforcement and senior management of police organizations for INL/Dakar. S/he will provide INL/Dakar with law enforcement leadership and management expertise to support programs and activities that improve Senegalese National Police (SNP) and National Gendarmerie (SNG) ability to offer nationwide, comprehensive, and professional police services to all citizens.

The advisor will work with law enforcement agencies to carry out institutional police reforms focused on human rights, accountability, transparency, and community relations. S/he will provide mentoring, advising, and training to Senegalese law enforcement actors to build effective capacity to counter transnational crime and promote the rule of law. S/he will also work to incorporate best police education practices into SNP curricula, sustainably grow the national police force, enhance national police deployment models, and improve national citizen security initiatives, with a focus on urban areas. S/he will assist in developing, implementing, and monitoring programs, in addition to providing expert guidance to the INL Coordinator and Senegal Program Officer in Washington.

Minimum Qualifications
  • U.S. Citizen or third country national (TCN)
    • U.S. Citizen shall be in possession of a current U.S. state driver’s license.
  • Bachelor’s degree or higher from an accredited institution, or equivalent, in Criminal Justice, Law, or related field. or related field (10 years professional law enforcement experience can be substituted).
  • Graduation from a state-accredited law enforcement academy or training institution, and third country nationals must demonstrate graduation from an equivalent law enforcement academy or training institution of their home country.
  • A minimum of eighteen years of experience with U.S. or Canadian law enforcement or military, experience briefing in English.
  • Three years of experience working overseas in an Embassy environment.
  • Three years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
  • Demonstrated experience in a wide range of operational and administrative issues, with extensive strategic planning and management experience in one or few of the following areas: police operations, human and financial resources management, crime management, police administration, police training and development, change management, reform and restructuring or related field.
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.
  • Demonstrated excellent French language capability and the ability to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives. Demonstration or proof of language capability required unless the individual is a native French speaker.
  • Demonstrated excellent English communication skills (reading, listening, report writing, and oral presentation) and the ability to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives. This includes being able to discuss their fields of competence, explain complex matters in detail, and provide concise and coherent narrations.
  • Demonstrated working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, Team, and PowerPoint.
Preferred Qualifications
  • At least five (5) years of international experience in civilian security and rule of law reform and reform.
  • Service as an active-duty police officer or supervisor within the past seven (7) years.
  • Her/his career should exhibit evidence of progressively responsible leadership experience in cited past positions.
  • Demonstrated experience developing and delivering curricula and train-the-trainer programs for security forces.
  • Demonstrated experience as an instructor in fields related to complex multi-tier criminal investigations involving transnational organized crime, public corruption, and or trafficking of persons or narcotics.
  • Demonstrated ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs.
  • Demonstrated superior coordination, collaboration, and interpersonal skills.
  • Demonstrated experience with developing or revising curricula to meet new standards.
  • Demonstrated experience working with police reform and restructuring and implementation/monitoring of unit standards.
  • Demonstrated experience in community outreach by a local police force.
  • Demonstrated experience working with a civil law (a.k.a. Napoleonic, European) justice system (U.S. operates under common law).
  • Demonstrated experience working with international and foreign assistance entities, assistance missions, programs, and implementers.
  • Demonstrated experience in public outreach/education; training/project assessment; strategic/tactical planners.
  • Demonstrated experience in one or more of the following areas:
    • Internal Investigations
    • Intelligence
    • Gang Violence
    • Road safety/traffic police
    • Internal affairs/integrity
    • Human resource management
    • Leadership, motivation, and career management
    • Use of force
    • Community policing and strategy related to citizen engagement
    • Communication/public affairs
Duties and Responsibilities
  • Provide high-quality guidance, advice, and mentoring to law enforcement counterparts in Senegal to build effective law enforcement institutions to counter transnational crime and promote the rule of law.
  • Play a key role in supporting the development of Senegalese law enforcement agencies’ ability to conduct complex criminal investigations of criminal networks.
  • Work alongside the Senegalese law enforcement agencies who have received INL training and/or equipment to ensure they are effectively utilizing their new resources and training.
  • Assist with developing, coordinating, and implementing comprehensive law enforcement reform plans. While providing assistance on a broad range of law and police topics, the work plan for the Advisor will include but not be limited to: training systems and training academy development, human resources (recruitment, personnel management), use of force and crowd control, gender integration, internal affairs, public outreach and communications, and strategic planning.
  • Develop procedural manuals, reference materials, training curriculum, or other written products to facilitate the development of these capabilities among law enforcement.
  • Assist in assessing Senegalese law enforcements institutional capacity, identify and prioritize areas for reform; work with counterparts to design and implement needed reforms.
  • Contribute to the development, review and implementation of specific project proposals in support of holistic and sustainable reform, restructuring and rebuilding initiatives.
  • Deliver training courses on a broad range of basic law enforcement topics, with areas of emphasis including, but not limited to, community policing, interviews and interrogations, basic investigations, report-writing, and human rights.
  • Assist in identifying training and equipment needs for law enforcement agencies; identifying opportunities for partnership; and reporting on opportunity and challenges that could enhance, impact, delay, or otherwise affect implementation of this and other INL projects.
  • Perform monitoring & evaluation (M&E) activities, including site visits and data collection, to assess the effectiveness and impact of law enforcement assistance efforts. Brief INL, Embassy, and interagency officials on assessment outcomes and, based on those assessments, propose future activities and/or remedial actions.
  • Provide technical expertise and mentoring as requested on a wide range of law enforcement operational, administrative, procedural, and technical law enforcement matters relative to law enforcement, civilian public security/police operations, and U.S. law-enforcement-related projects. Such topics include but are not limited to: organizational management, standardized procedures, accountability, performance standards and evaluations, implementation of a “continuous training” program, and development of manuals and institution standards.
  • Inform INL and the Embassy of local developments and environmental conditions within the law enforcement arena.
  • Attend weekly staff meetings and the “Law Enforcement Working Group” as requested and collaborate with INL and the Inter-agency colleagues on a variety of law enforcement related matters.
  • Assist in drafting diplomatic notes (i.e., dipnotes) and invitations for trainings and liaise with Law Enforcement to send participants to INL-sponsored trainings such as those to the International Law Enforcement Academy, and coordinate logistics with the U.S. Embassy to facilitate participant travel.
  • Draft letters, cables, and other reports on INL activities under general guidance of the INL Coordinator to inform routine reporting to INL/DC.
  • Provide briefings, program evaluations, and support high-level visits as requested by the INL Coordinator.
Position Location
This position is located at the U.S. Embassy in Dakar, Senegal, with the Advisor spending most of his/her time in the field with his/her law enforcement counterparts providing high quality guidance and mentoring.
