We are presently identifying candidates for a Collaborative Community Security Development Advisor to work with International Narcotics and Law Enforcement (INL) in San Jose, Costa Rica on the Central America Regional Security Initiative (CARSI) contract. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Collaborative Community Security Development Advisor are as follows:
 
Required—
  • MRPT Clearance (U.S. Citizens & TCNs) or RSO Clearance (LNs)
  • Seven (7) years professional work experience in Law Enforcement with a Government Agency or Municipal Police Department.
  • An undergraduate degree from an accredited college or university within the field of criminal justice, law, management/leadership, administration, education, or special certifications/qualifications making the candidate an SME in Municipal Development. 
  • Demonstrated experience in managing program resources.
  • FSI level 4/4 Spanish, level 3/3 English.
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
  • Demonstrated proficiency in Microsoft Office Suite.
 
Preferred—
  • Demonstrated experience working in an overseas environment on international development and reform.
 
Responsibilities—
  • This position is based in San Jose, Costa Rica.
  • Travel is anticipated and required for this position to other locations throughout Costa Rica or other international locations on a recurring basis. 
  • This position requires a work plan.
  • Works most closely with the US Embassy INL/SJ Citizen Security Program Specialist (CSPS), the PSC Police Advisor, Contracting Officer (CO), and Contracting Officer’s Representative (COR). T
  • Maintains open, timely and effective communications with the CSPS and INL/SJ Police Advisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Keeps INL and the CSPS informed of his/her activities through a Travel/Engagement Form and report on all travel activities in the Monthly and Quarterly Reports.
  • Works directly with the INL/SJ CSPS, the INL Police Advisor, the Ministry of Security, and Costa Rican Police (Fuerza Publica) to implement the citizen security assessment tool “Sembremos Seguridad” and strengthen GOCR Security programs.  
  • Assists INL to strengthen and enhance the GOCR’s ability to assess criminal activities in Costa Rica and apply substantive improvements to the Fureza Publica’s ability to address criminal activity.  
  • Assists INL to coordinate program development, implementation and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.
  • Assists INL to coordinate with the Ministry of Security to provide training to the Sembremos Seguridad team.
  • Provides technical assessments of the Fuerza Publica in several areas including analysis, reporting, and other police training.
  • Provides assistance to INL for local governments regarding this new citizen security tool, and coordinate training where needed.
  • Assists INL to coordinate with Fureza Publica, GOCR and local governments to implement the Sembremos Seguridad program.
  • Assist INL in the creation of a national monitoring center for Fureza Publica and local governments.
  • Works with INL to assist the “Concejo de Seguridad Humana” to keep their work aligned with the Sembremos Seguridad strategy and advise them as needed.
  • Monitors for INL the Sembremos Seguridad team’s progress and performance and make suggestions for improvements to the tool.
  • Supports cyber security efforts for Fuerza Publica, OIJ, MPS and local governments
  • Provides training to police forces, ministries, local governments.
  • Assist INL during the implementation of Sembremos Seguridad activities and help to develop proper evaluation and follow-up mechanisms.  
  • Assists INL in the preparation of quarterly and annual progress reports regarding Sembremos Seguridad implementation, as well as an annual strategic plan.
  • Attends meetings with U.S. and host government officials as requested, including the regional working group meetings. 
  • Suggests avenues for mid-course correction if a program is not achieving its goals.
  • Keep the CSPS, INL Police Advisor, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to project activities.
  • Assist INL in the development and administration of surveys that assess the impact of the INL sponsored programs and present statistical information that identifies the level of impact.
  • Travels with or without INL CSPS and the INL Police Advisor to various sites in Costa Rica to evaluate the progress of the Sembremos Seguridad Model, and ongoing programs and efforts.
  • Develops a process of capacity building for the participants of the Sembremos Seguridad program.
  • MONTHLY: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives project highlights and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.  Report on scheduled upcoming meetings, trainings, and other activities outlining dates and participants (due the second Tuesday of each month).
  • QUARTERLY: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.  Due within 30 days of the close of the reporting quarter.
  • ANNUALLY: Provide INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the GOCR – an annual report detailing the results of each projected output, outcome, performance measurement and impact.
  • The candidate shall provide a FINAL REPORT.  This report shall be a summary of the last year, specifically estimating progress toward reaching the long-term goals of the position.  It should also detail the results of each projected output, outcome, performance measurement, and impact.
