Position Description
ATSG is presently identifying candidates for an Intelligence Linkage Advisor (ILA) position to support The Bureau of International Narcotics and Law Enforcement Affairs (INL) at U.S. Embassy Bridgetown.This effort manages a suite of interconnected advisory programs that have measurably strengthened the Eastern Caribbean’s capacity to detect, investigate, and prosecute illicit threats. Implemented through the Regional Security System (RSS) and the CARICOM Implementation Agency for Crime and Security (IMPACS), these initiatives have delivered tangible gains in intelligence sharing, interdiction outcomes, and judicial follow-through across multiple jurisdictions.
Duties and Responsibilities
- Conduct a structured mapping of Ghana’s law-enforcement, border-security, and intelligence entities to identify integration points with JRCC and RSS systems, including maritime, aviation, and financial nodes relevant to transatlantic cocaine flows.
- Develop operational and procedural linkage frameworks that align Ghana-originating intelligence—including interdiction results, suspect debriefings, and forensic outputs—with JRCC targeting, alerting, and investigative workflows.
- Facilitate the flow of JRCC-generated alerts and intelligence into Ghana’s interdiction system, enabling timely operational response to maritime, aviation, and cargo-based trafficking events.
- Support Ghanaian authorities in converting interdicted events into investigations, collecting digital, financial, and HUMINT evidence in alignment with U.S. evidentiary and intelligence standards.
- Ensure intelligence gathered in Ghana is packaged and relayed back to JRCC analysts and the RSS RAID team for pattern analysis and cross-regional exploitation.
- Produce policy and technical memoranda that guide long-term adoption of standardized referral formats, feedback loops, and operational coordination protocols.
- Conduct structured assessments of Ghana’s maritime, aviation, financial-intelligence, and investigative units—particularly those intersecting with cocaine flows—to identify integration opportunities and workflow enhancements.
- Draft and refine cross-regional Standard Operating Procedures (SOPs) governing alert sharing, interdiction tasking, data transfers, and post-interdiction intelligence dissemination between Ghana and JRCC Barbados.
- Develop model templates (analytical summaries, referral packets, anomaly indicators) to standardize and streamline bidirectional exchanges, including pre-interdiction alerts and post-interdiction intelligence reporting.
- Establish and document the Ghana–JRCC—RSS operational linkage architecture, including real-time coordination procedures and long-term investigative support pathways.
- Deliver technical guidance to partner institutions to ensure Ghanaian interdiction and investigative outputs meet JRCC, RSS, and U.S. law-enforcement standards for analytical rigor, chain of custody, and evidentiary value.
- Coordinate closely with JRCC leadership, RSS QH, INL Accra, INL Bridgetown, and U.S. law-enforcement liaisons to maintain operational and strategic alignment with U.S. foreign-policy and national-security objectives.
Minimum Qualifications
- Bachelor’s degree in criminal justice, security studies, intelligence studies, international relations, public policy, business administration, accounting, or a closely related discipline.
- Demonstrated field experience in law-enforcement, intelligence operations, border security, or international-liaison functions supporting transnational investigations or interagency coordination. Equivalent experience may include work as an investigative analyst, liaison officer, special agent, intelligence officer, or senior advisor responsible for enabling cross-jurisdiction information flows and operational integration.
- Experience working with or supporting intelligence, border-security, or law-enforcement agencies at the national or international level.
- Demonstrated expertise in developing or advising on information-sharing mechanisms, operational coordination frameworks, or multi-agency security architectures.
- Experience supporting or managing cross-jurisdictional investigations, maritime/aviation interdiction efforts, or financial-intelligence workflows.
- Proven ability to design, review, or implement operational SOPs, governance frameworks, and interagency procedures.
- Experience working with foreign partners, multilateral institutions, or regional security bodies in a liaison or advisory capacity.
- Exceptional written and oral communication skills; capable of producing analytical guidance, policy briefs, and executive-level operational materials.
- Experience representing institutional equities in interagency, diplomatic, or multinational environments.
- Demonstrated ability to mentor, train, and support partner-nation personnel at varying levels of seniority.
- Strong understanding of intelligence workflows, risk indicators, targeting methodologies, and cross-border information-sharing protocols.
- Familiarity with maritime and aviation domain-awareness concepts, financial-intelligence fundamentals, or transnational-crime analysis (including patterns associated with Highway-10 trafficking).
- Proven ability to translate operational insights into institutional guidance, frameworks, and sustainable procedures.
