Position Description

ATSG Corporation is presently identifying candidates for a Human Resources & Operations Specialist to support program operations in Santo Domingo, Dominican Republic. This position serves as a key in-country support role responsible for executing a blend of human resources, personnel administration, and operational coordination functions in support of ATSG leadership, program staff, and corporate stakeholders.

The Human Resources & Operations Specialist will serve as a primary point of contact for employee lifecycle support and day-to-day administrative and operational coordination. This role will work closely with program leadership, Human Resources, Recruitment, Legal & Compliance, Finance, and other internal departments to support onboarding, offboarding, employee records, recruiting coordination, work permit and visa processing, and general personnel support.

This position is designed as a hybrid support role that combines core HR responsibilities with selected operational coordination duties. Additional duties include travel and expense activities, local vendor coordination, and general office support.

Duties and Responsibilities

  • Responsibilities include, but are not limited to, the following: 
  • Supports human resources and personnel administration processes for in-country employees and contractors.  
  • Performs full-cycle recruitment support activities, including candidate coordination, screening support, interview scheduling, job offer documentation, pre-employment requirements, onboarding, and offboarding.  
  • Facilitates employee onboarding and orientation, including first-day reporting, badging, required documentation, equipment allocation, and training on internal processes and systems.  
  • Supports employee offboarding activities, including documentation, recovery of company assets, and coordination of final administrative actions.  
  • Maintains accurate personnel records, databases, trackers, and electronic and hard-copy files to ensure complete and compliant employee documentation.  
  • Conducts periodic audits of personnel files, trackers, and records to ensure accuracy, completeness, and compliance with company standards and applicable regulations.  
  • Assists employees with HR-related matters including benefits coordination, pay discrepancies, attendance matters, policy questions, and general employee support requests.  
  • Tracks and supports administration of time and attendance, including timesheets, paid time off, overtime, and related personnel actions, as applicable.  
  • Assists in monitoring compliance with company policies, contract requirements, and applicable local labor laws and regulations.  
  • Coordinates medical testing, drug testing, background documentation, security clearance support, and related pre-employment or employment requirements.  
  • Assists personnel with visa, work permit, and other employment-related documentation and processes.  
  • Leads or supports language testing administration, communication, and status tracking, as applicable.  
  • Coordinates official travel and travel-related logistics for employees and contractors, including travel review, approvals, bookings, accommodations, and related documentation.  
  • Maintains travel trackers and supporting file structures related to employee movement, travel status, visas, work permits, and other logistics requirements.  
  • Reviews and supports processing of expense reports and reimbursement documentation to ensure completeness, accuracy, and compliance with company policy and client requirements.  
  • Provides guidance to employees on travel and expense reporting procedures and resolves routine issues related to travel claims, receipts, and supporting documentation.  
  • Supports procurement and administrative follow-up activities as assigned, including quote collection, vendor coordination, and tracking of specific local support actions.  
  • Coordinates the assignment, tracking, recovery, and recordkeeping of equipment, property, and other controlled assets issued to personnel.  
  • Assists with office, annex, or in-country support operations, including coordination with vendors, local service providers, and administrative support functions.  
  • Liaises with ATSG Corporate departments, local vendors, payroll providers, legal counsel, and program leadership to support timely resolution of personnel and operational matters.  
  • Prepares reports, trackers, correspondence, and other documentation related to HR, personnel, travel, administrative, and operational activities.  
  • Provides responsive day-to-day support to employees, managers, and stakeholders and escalates issues appropriately.  
  • Supports additional HR, recruitment, operations, and administrative duties as assigned based on program needs.  

Minimum Qualifications

Education & Knowledge 
  • Local National (Dominican Republic) 
  • Bachelor’s degree in human resources, business administration, management, communications, or another relevant field of study.  
  • Knowledge of standard human resources practices and administrative operations.  
  • Familiarity with areas such as recruiting, onboarding, offboarding, employee records management, attendance tracking, personnel file maintenance, benefits coordination, payroll support, travel and expense administration, and general office support.  
  • Working knowledge of local labor laws, policies, and procedures relevant to employment administration.  
  • Familiarity with local government work permit and visa regulations, policies, and processes.  
  • Understanding of travel regulations, documentation requirements, and administrative procedures related to official or contract-related travel is preferred.  
Language 
  • English FSI Level 4/4 (Advanced Professional Proficiency).  
  • Spanish FSI Level 4/4 or higher (Advanced Professional Proficiency). 
  • Ability to communicate clearly and professionally in both English and Spanish, including translating verbal and written communications when needed.  
Experience 
  • Three to five years of recent and relevant experience in human resources, personnel administration, recruitment, operations support, travel coordination, or a closely related field.  
  • Experience supporting onboarding, offboarding, employee records, and administrative processes.  
  • Experience using databases, HR systems, applicant tracking systems, spreadsheets, and administrative trackers.  
  • Experience coordinating across multiple stakeholders and handling sensitive or time-sensitive matters with professionalism and discretion.  
  • Demonstrated ability to read, understand, and apply policies, procedures, and guidelines in real time.  
Skills & Abilities

  • Ability to prepare, edit, and maintain reports, trackers, files, and other business records to ATSG standards.  
  • Proficiency in Microsoft Word, Excel, Outlook, and Teams.  
  • Ability to work independently while also coordinating effectively with internal teams, vendors, and management.  

Preferred Qualifications

  • Knowledge of U.S. Department of State or other U.S. Government contracting policies, processes, and procedures.  
  • Experience supporting both HR and operations functions in a small team environment.  
  • Experience with travel management and expense reporting systems.  
  • Familiarity with property or asset tracking processes.  
  • Experience coordinating with payroll vendors, benefits vendors, or local service providers.  
  • Familiarity with security clearance support processes, language testing coordination, or contract personnel administration.
