Position Description
ATSG is presently identifying candidates for a Government Communications Advisor position. The Government Communications Advisor will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.
Duties and Responsibilities
- Draft and coordinate communication input for Government of Guatemala’s Ministry of Government (MOG) media products that highlight INL supported work, including composing social media outreach, press releases, pamphlets, program summaries.
- Provide advisory and training assistance to the MOG on communications strategy and execution.
- Serve as the primary Government of Guatemala-embedded communications point of contact for INL’s external outreach, ensuring messaging coordination with the Embassy.
- Respond to data and report requests from INL Program Officers, Management Officer, and INL Deputy/Director.
- Develop plans to build host government capacity to communicate effectively and proactively.
- Assist INL Communications Advisor (GT.SA3.09) as necessary with external communications point of contact for INL’s external outreach, to coordinate with PAS, including composing social media outreach, press releases, pamphlets, program summaries.
- Comply with the INL-G Standards of Conduct for Third Party Contractors.
- The position is located in Guatemala City, Guatemala. The incumbent will report to the INL Deputy Director, but be embedded with the MOG and should expect to spend significant time working alongside these counterparts.
- Routine travel may be required within the city. In addition, in-country trips may be required to attend INL-G events or events with the host government.
- Support the development and delivery of training content to U.S. law enforcement vetted units based on specialized knowledge.

Minimum Qualifications
- Local National
- Contractor background check investigation
- RSO clearance
- Bachelor’s degree in communications, journalism, international relations, or similar degree; five (5) year of experience in communications, public information, or media. Experience engaging diverse stakeholders, including governments, civil society, or international donors, degree can be substituted for:
- Ten (10) years of relevant experience in communication, public information, media, journalism, experience engaging diverse stakeholders including government, civil society, or international donors. Of those ten (10) years, at least four (4) years in journalism or business/corporate communication, and three (3) years in public relations
- FSI level 4/4 English, FSI level 2/2 Spanish
- Superior English oral and written communication skills
Preferred Qualifications
- Proficient in Microsoft Office Suite.
- Experience working in a foreign government communications position.
