Position Description

ATSG is presently identifying candidates for an Information and Technology (IT) Advisor II - Systems Administrator position. The Information and Technology (IT) Advisor II - Systems Administrator will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • Analyze current data, activities, trends, gaps and provide technical advice to INL Guatemala and GoG partners in order to enhance capacity through technology.
  • Support INL Guatemala's IT development needs at the INL Guatemala administrative, programmatic, and project levels.
  • Collaborate with developers and designers to create robust, reusable, and efficient server side and front-end components, tools and functionalities.
  • Prepare and present detailed proposals, test versions and fully functional IT modules and systems.
  • Liaise with relevant heads of offices, team members, developers, and users to understand needs and identify corresponding user interface requirements, workflows, and functionalities.
  • Create wireframes, storyboards and prototypes to propose options for implementation.
  • Integrate system components to allow for review and testing, and make corresponding adjustments based on feedback received.
  • Liaise with relevant heads of offices and technical teams to ensure they are able to maintain the IT solutions delivered.
  • Ensure software developed with INL support is efficiently working, preferably without the usage of commercial licenses to reduce expense.
  • Present annual work plans with activities and actions in order to achieve goals and indicators, pursuant to approved projects.
  • Implement project activities and follow up on project proposals in order to accomplish the objectives and goals of the project, according to mechanisms and policies established by INL.
  • Draft and prepare documents with proposed regulations, internal policies, strategic plans, protocols, technical opinions, guidelines, manuals and any other technical documents to institutionalize the activities of the project.
  • Organize and/or provide trainings (in Spanish, without the use of interpretation services) directed to final users on the changes/new software developed with INL Guatemala support; and coordinate logistics and materials needed for the training.
  • Provide written report on training outcomes.
  • Provide weekly reports on project advances, goals reached, impact of activities, and suggestions of improvement, including success stories and good practices which may help to demonstrate the effectiveness of the project.
  • Performs other duties as assigned.

Minimum Qualifications

  • Local National (LN)
  • Contractor background investigation
  • RSO Clearance
  • BA/BS (University degree equivalent) in Computer Engineering or Software programming required
  • FSI level 3/3 English, FSI level 3/3 Spanish
  • Effectively communicate in English and Spanish.
  • One (1) year of IT/Helpdesk experience is required, proficient in the use of Microsoft Office suite, to include Word, Excel, and Power Point, and social media.
  • Two years of experience (fieldwork) in a professional setting working in the technology field.
  • Minimum of five (5) years of experience in system analysis, or software development, preferably applying software development methodologies like SCRUM, Waterfall, Agile or other widely used methods. 
  • Two (2) years of experience in programming.
  • Ability to learn new software.
  • Capacity to conduct analysis and research, including the ability to evaluate and integrate information from a variety of sources and make proposals to improve programming, in technical and non-technical language, in order to present proposals to institutions authorities and other involved personnel.

Preferred Qualifications

  • Minimum of 5 years’ experience working for public institutions
  • Experience working with and building consensus among mid-level contacts within the host government.
  • Good oral, and written communication skills.
