Position Description

ATSG is presently identifying candidates for an INL Transnational Organized Crime (TCO) Advisor (Human Smuggling and Trafficking, Ports and Borders, and Regional Coordination) position in San Salvador, EL Salvador. The INL Transnational Organized Crime (TCO) Advisor (Human Smuggling and Trafficking, Ports and Borders, and Regional Coordination) will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - El Salvador task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in San Salvador, El Salvador; Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • Regional Coordination (GCIF):
  • Provide oversight and strategic direction for the Joint Border Information Group (GCIF). Direct the development and coordinate the dissemination of strategic and informational products that serve USG priorities, especially as related to trafficking, violent crime, and irregular migration.
  • Ensure operations / information sharing are consistent with INL and USG commitments. 
  • Serve as the liaison to the GCIF Board of Directors and facilitate connections with key GCIF contacts from partner nations.  
  • Serve as the point of contact between the USG interagency and GCIF.  
  • Human Smuggling and Trafficking: 
  • Serve as the liaison to the PNC TIP Unit and FGR TIP Unit (including coordinating with Rule of Law team)  
  • Identify and support regional coordination opportunities for combatting human smuggling and trafficking (such as Operation Turquesa). 
  • Serve as the liaison to the HSI TCIU. Facilitate the implementation of the HSI-IAA Work Plan, including increasing regional coordination.  
  • Advance efforts to incorporate gender considerations into all programming, particularly the needs of victims of GBV. 
  • Borders and Ports 
  • Serve as the liaison to the PNC PF Unit; identify and assess opportunities for authentic interagency cooperation with other PNC units (especially PNC TIP); Customs; Port Authorities; and military border units. 
  • Serve as the liaison to CBP, including the JST unit. 
  • Develop a training and technology plan for creating an analysis unit, improving entry/exit controls, and developing targeting and analysis capacity (CCAT) at airports by the DGME.  
  • Assist in the development of a CBP-IAA to implement the CCAT program. 

Travel Requirements

Position Location: 50% U.S. Embassy San Salvador; Final Boulevard Santa Elena, La Libertad. El Salvador, and 50% Field Base with frequent travel.

Minimum Qualifications

  • US Citizen, MRPT and ATSG background check  
  • Education: Minimum qualification: Bachelor’s degree, Preferred: Master’s degree or equivalent. 
  • Minimum of twenty (20) years of progressively responsible law enforcement experience, including at least 10 years with a federal law enforcement agency.  
  • Overseas experience required, working in an embassy or with foreign assistance implementing partners. 
  •  Professional level written assessment and analysis in English. 
  •  Strong verbal briefing skills. 
  •  Ability to develop a strategy, to identify and cultivate key relationships, and implement approved strategy. 
  •  Ability to develop work plans, spend plans, and communications consistent with USG standards and adapt to changing guidance. 
  •  Expertise in U.S. law enforcement and border enforcement protocols. 
  • English: Fluent 

Preferred Qualifications

  • Language: Spanish 3/3, fluency is preferred.
