ATSG is seeking resumes for a Mobile Application Developer to join the Information Technology Services Division, Collaboration and Compliance Section, Mobility Program Office (MPO) at the Federal Bureau of Investigation in Washington, DC, Winchester, VA, and Clarksburg, WV.  The Information Technology Services Division, Collaboration and Compliance Section, Mobility Program Office (MPO) is responsible for architecting, developing, administering, maintaining, and operating; the FBI’s Mobile Device Management (MDM) system maintained on a commercial cloud provider; supporting and refreshing of the FBI 36,000+ Smartphones or tablets running Android, Windows, and Apple iOS platforms; architecting, developing, administering, maintaining, and operating the Enterprise Remote Access System (ERAS) backend network and identity management systems; and provide Tier 3 and Tier 4 administrative support for a secure mobility solution based on Commercial Solution for Classified (CSfC).
 
In support of this mission, MPO is responsible for system architecture, development and operations and maintenance (O&M) services for the MDM system and cloud environment; providing Tier 3, Tier 4, and hardware refresh support for the FBI’s 36,000+ Smartphones or tablets running Android, Windows, and Apple iOS platforms; architecting, developing, administering, maintaining, and operating the Enterprise Remote Access System (ERAS) backend network and identity management systems; and provide Tier 3 and Tier 4 administrative support for a secure mobility solution based on Commercial Solution for Classified (CSfC).
 
The Contractor shall provide technology task support to include support of Agile Development Methodologies, Operations and Maintenance, Change Management, and training necessary to support the FBI’s mobility environment. The primary method of tasking artifact delivery will be within the construct of regular Agile ceremonies (Daily scrum, sprint/release demos and retrospectives and similar).

The successful candidate will:
  • Design, develop, code, test, and debug mobile applications
  • Create unit test plans/case, develop, unit test, conduct code and unit test walk-throughs
  • Work with users to define existing or new system scope and objectives
  • Provide analytical support and technical advice during the conceptualization, development, and implementation phases
  • Maintain applications, including bug fixes, performance enhancements and runtime production support
  • Generate technical documentation for various aspects of the applications developed
  • Review and evaluate systems and software for adherence to government or commercial directives, standards, guidelines, and criteria concerning software safety and systems safety
  • Design, Develop, and Test mobile based applications on Android and/or Apple iOS platform
  • Assist external in-house developers in bringing their application to the App Catalog
  • Support Mobile Applications
 
Essential Qualifications:
  • Top secret clearance with SCI eligibility
  • Two to five years developing and deploying mobile applications to Android and Apple iOS platforms using Java, vendor deployment portals and tools, and development tools
  • Experience with Mobile Development Technologies such as Selenium, Sencha, and Gimp
  • Experience with UX/UI testing of mobile application
  • Knowledge of additional Programming Technologies such as Swift, HTML5, JSP, Java, JavaScript, CSS, Bootstrap, Spring, NoSQL databases, Android development concepts, Elasticsearch, Linux Redhat, Puppet, Chef, Ansible, Hadoop, Spark, Kafka, AJAX, REST Service, etc.
